It depends on your classification of thieves, petty thieves is still preferable to police extortion and brutality but armed robber is dreaded ahead of police, judging from personal experience...

police gat station wey dem fit drag person to if dem wan rob person but thief no dey do person wahala na for inside person house dem they rob.
Police go make u write statement after dem rob person, person no go write statement if them rob person.
Thief go run away if dem rob person and u no fit see or recognise am again while police go dey do yanga for person front after dem rob person.
Police be robber with uniform wey government employ to dey rob while thief just dey on self service.
