is makeup haram?

It is not permissible for a woman to wear makeup in front of non-mahram men.
Mahram basically means relatives; relatives that are related by blood or in-law relationship or by suckling i.e the woman and her mahram were suckled by the same person.

Wearing make up in front of non-mahram men is not permissible because makeup is an adornment that leads to fitnah (temptation).

There is no reason why a woman should not adorn herself by wearing makeup on her face, or doing her hair in a way that does not make her resemble kaafir (disbelieving) women, but it is also essential that she cover her face in front of men who are not her mahrams.
More importantly, in Islam, it is not permissible for a woman to show any of her adornment to anyone other than her husband or mahrams, because Allah says in the Holy Qur'an 24:31:

“…and not to reveal their adornment except to their husbands…”.
