The level of insecurity in Nigeria is becoming unending, as innocent lives are lost on daily basis by the attack of the deadly sect known as 'boko haram'.

If you were given the opportunity to rule this country, what will you do to bring peace?

I will call for plebisite, the rural masses of affected states must vote to decide if or not, they want a new independent islamic republic! Along with 100% resource control and 0% external allocation grin

The government should grant the Ombatse Militia amnesty.
If boko haram can be granted amnesty, they equally deserve it too.
Boko haram kills soldiers, Ombatse Militia has not killed soldiers
boko haram kills prison wardens, Ombatse Militia has not killed prison wardens
boko haram bombs churches,UN buildings, markets, Ombatse Militia does not bomb anywhere
boko haram opens fire on civilians in public, Ombatse Militia only kills fulani herdsmen and niger/chadian mercenaries
boko haram kills policemen, Ombatse Militia kills policemen.
Unless GEJ wants them to join boko haram in wanton killings, they should be granted amnesty now or recruited by GEJ to fight boko haram since they are not affected by bullets and have managed to repel fulani herdsmen who are on a reign of terror in the middle belt.
Because they are not from the core north does not mean they should be discriminated against.

Earn citizens TRUST.. Gej was not trusted in the north, he made some insensitive remarks that make people resent him, he exacerbate whenever he talks about Bh. The dude was confused, he recant severally, he just cant make up his mind, sometimes back he said bh is in his cabinet even his SA admits PDP is BH & BH is PDP, and few months back he said BH are ghosts and nw he wants 2 grant those supposed ghosts amnesty. The henry okah & oct 1st saga paint a paranoid caricature of him also, honestly, mr president is not worthy of the north trust if he does not amend how he run things in this country.

I would take a holistic(all encompassing) approach. Like killing fire you need to remove the fuel that powers it.
1.Education
Instead of the bribery method being used in the N/Delta i would target the illiteracy and poverty that is so rife in the North. By subsidizing or offering free education till secondary school level.
Employment
2. I will offer incentives(tax breaks, subsidies,) for factories to be built that would offer employment.
Radicalization.
3. I will make it hard to obtain planning permission for building worship houses(church or mosque)if there is already one in the local area.
4.I will offer huge final rewards on anyone reporting radical clerics.
5.I will come down heavy on local leaders that promote touts.

He should seek the intervention of powerful Nations like USA, Britain and Russia. If the French could curtail the terrorist groups in Mali, then Boko Haram should be history should the US decide to intervene.

Ethnic/tribal cleansing is the answer, I would borrow a leaf out of hitler's book. When a limb becomes cancerous, you have to sever it completely to avoid it corrupting the rest of the body.

1.Create a special military unit trained by isreali intelligence, integrate them into the society.
2. Seal off the terrorist strongholds of borno, nassarawa and maiduguri.
3.Issue a warning to all suurrounding countries "if any are suspected of nonchalantly harbouring terrorists against the interests of the federation, Nigeria shall consider severing all ties with such nations that would ofcourse include all aids and grants.
4. Put both of the chinese made nigerian satellites to better use in intel gathering and have Japan create a new one for exclusive military use (ofcourse this would not be officially anounced)
5.Boko haram must agree to an unconditional surrender.
6.Strengthen and sanitize the customs service in order to prevent illegal importation of arms and IEDs from land locked countries and beyond.
7.Have the maiduguri state national assembly pass a vote of no confidence in their governor (the deposition of a northern governor would make the others more aware of their grim situation, this should hopefully boost performance)
8.Illegalize religious gatherings held at late hours of the night or suffer a 3 year jail term.
9.Clamp down on the nations warlords by winnning over their support using every means possible and striking them (legally) when they are most vulnerable.
10. Have shekau killed
Estimated time of accomplishment: 5 years

The federal government made a huge mistake in granting the Niger delta amnesty the way in which it was granted. Rather than improve on the infrastructure in the niger delta and welfare of the masses, a few criminals have been made lords. This action has created a moral dilemma and has made it almost impossible for the federal government to fight any other militia group, the way it should.

Back to the main topic
To solve the boko haram/mend/ombaste problem, government needs to use a divide and conquer system. That is separate the leadership of these groups from the followers. Jail, Kill or even exile all leaders of these groups while giving amnesty to lesser members of the groups.

By amnesty, I mean freedom/forgiveness and not money. Development Such as building of schools and medical facilities must be carried out in such regions to improve the general living conditions of the masses in these regions.

How should government go about doing this?
Using a carrot and stick process. The federal government should strike hard( odi style if necessary) at this militias and then when the militias are feeling the heat, offer a deal such as giving the militias a period of two weeks of cessation of assault to middle cadre members in exchange that they give up their struggle.
With time these groups will develop fractions within their ranks and end up crumbling. Shikena.

Knowing the kinda country we are in, these 3 could take a rly long time, that's why I began with the short term responses.

Are you suffering from alexia or you consciously overlook some of the things that make me draw the above? Of course there exist other measures to be taken but do you think bh or borno folks have faith in GEJ after those senseless comments he made? would they support a man who is unable to differentiate an armed rebel from a ghost? If he can boast of presence of bh in his cabinet why wouldnt he expose them?
