The nomination of a card-carrying member of the PDP disregards Nigerian laws.

When Senate President, David Mark, read the letter sent by President Goodluck Jonathan to the Senate on April 23, one name was notably contained in it.

Mr. Jonathan asked the Senate to confirm nominees, including Adesojo Olaoba-Efuntayo, for the new board of the Economic and Financial Crimes Commission , EFCC. The letter indicated Mr. Olaoba-Efuntayo was to act as secretary of the commission.

Sources at the commission say Mr. Olaoba-Efuntayo’s nomination came as a surprise to many of the officials.

As secretary, Mr. Olaoba-Efuntayo would serve as the administrative head of the EFCC.

“The secretary is like the administrative head, while the Chairman oversees operations, investigations, training and the rest,” a top official of the commission said.

The party man
Days after his nomination, speculations dribbled around that the nominee was a member of the ruling Peoples Democratic Party.

PREMIUM TIMES learnt that the relatively unknown lawyer is a top member of the PDP from Osun State, and served as campaign manager to one of the party’s governorship aspirants in the statein 2011.

Reliable sources close to the president said Mr. Jonathan was not aware of the party affiliation ofthe lawyer before the nomination, although such facts were expected to have been contained in a security clearance report the Department of State Security, SSS, prepares for every presidential nomination.

The Presidential spokesperson, Reuben Abati, would not respond to mail or return phone calls on why the president nominated a card-carrying member of his party to such a position contrary to Nigerian laws.

Unlike situations where such board nominees are suggested by state PDP governors or party leaders in states not controlled by the PDP, Mr. Oloba-Efuntayo was said to have been expressly nominated by the president.

A source said the nominee had been a friend to Mr. Jonathan long before the latter became Bayelsa Deputy Governor in 1999.
“It was even the President that asked him to go and study law,” the source said explaining that the president had no party agenda when he made the nomination. But many are curious that the president did not know the political affiliation of his friend.

Dropping the PDP member
In what is clearly a sensible response to condemnations of his choice by observers of Nigeria’s anti-corruption agency, Mr. Jonathan last week dropped Mr. Oloba-Efuntayo as his nominee for the EFCC Secretary post.

The president did not give any reason for his action and Mr. Abati would not respond to enquiries onthe reason for the president’s action.
But in another letter sent to the Senate and read by the Senate President on Wednesday, Mr. Jonathan nominated another lawyer, Emmanuel Adegboyega Aremo, as the new EFCC board secretary.

History of controversial nominations
This is not the first time the president would nominate a PDP member to lead an anti-corruption agency and later drop him.

Mr. Jonathan had in 2011 appointed Francs Elechi as the chairman of the Board of the Independent Corrupt Practices and Other related Offences Commission , ICPC.

Several Nigerians, including the opposition Action Congress of Nigeria condemned Mr. Elechi’s nomination based on his membership of the PDP.

The Nigerian Senate ignored the complaints and confirmed Mr. Elechi’s nomination. The president later succumbed to pressure and refused to swear in Mr. Elechi, eventually replacing him.
“The chairman couldn’t follow the oath taking this morning because, from about Wednesday last week, I started receiving disturbing calls and reports,” the president had said. “And a body like INEC , ICPC and EFCC, the president should be very careful about the opinion of people.”

One person who continuously seeks the independence of anti-corruption agencies from practicing politicians is radical lawyer, Femi Falana.

Mr. Falana, a Senior Advocate of Nigeria, said Mr. Jonathan should be commended for dropping Mr. Oloba-Efuntayo.
“It is commendable, the Federal Government could have been accused of handing over the EFCC to the PDP,” he said.

Mr. Falana, who has also condemned the nomination of another PDP member and former police chief, Mike Okiro, as head of the Police Service Commission, however, asked the federal government to ensure it does thorough checks on individuals before they are appointed into sensitive positions

Jonathan Appoints Former IGP Mike Okiro As Chairman, Police Service Commission



President Goodluck Jonathan has nominated former Inspector General of Police; Mr Mike Okiro, as the new chairman of the Police Service Commission.

Mr Okiro’s nomination was announced in a letter sent to the Senate for the confirmation on Wednesday.

Okiro was the Inspector General of Police Force from 2007 to 2009.

President Jonathan in the letter also nominated former Senate President, Ken Nnamani, for the Chairman of Infrastructure Concession and Regulatory Commission.

Among those nominated as members of the Police Service Commission are former Deputy Inspector General of Police, Mr Yakubu Mohammed, Mrs Comfort Obi and Mr Otive Igbuzor.

The President also requested the Senate to confirm the nomination of Mr Emmanuel Aremu as the Secretary of the Economic and Financial Crimes Commission (EFCC).

I hope the person appointed at last doesn't turn out to a blood oath swearing PDP member with the way some people are already celebrating the dropping a Pdp card carrying member by Presido.

Okiro declares for FCT Senatorial seat

The former Inspector General of Police, Sir Mike Okiro has declared intention to run for the seat of the Federal Capital Territory (FCT) Senate in the 2011 general election.

He made the declaration on Tuesday when he visited the Ona of Abaji and Chairman of Abuja Council of Chiefs, Alhaji Adamu Yunusa, to make his intention known to run for the senatorial seat of the FCT. He said his visit was meant to make his intention to contest the FCT Senate in 2011 election known to the people of Abaji and to receive a royal blessing and permission before kicking off his campaign.

He said the decision to run for the seat was borne out of the fact that past leaders, especially those running the affairs of the FCT have forgotten why Abuja was created, saying that if a visionary person like him didn’t stand up to correct past mistakes, Abuja will soon become Lagos where government parastatals are concentrated in a particular area.
He then promised to ensure that all mistakes in the city will be corrected and become a thing of the past if voted in as the FCT senator come 2011, adding that yearnings and aspiration of Abuja people will be addressed. “I have heard complaints, problems and requests from people of the FCT, I am now promising you by the grace of God, that those requests shall be looked into as soon as I am given the opportunity to serve,” he concluded.

While welcoming Okiro and his entourage on behalf of Abuja council of chiefs and people of Abaji, the Ona said he felt honoured and highly overwhelmed by Okiro for visiting Abaji before flagging off his campaign.

Why Mr. Mike Okiro Cannot Head The Police Service Commission‏ By Femi Falana

President Goodluck Jonathan has just nominated a chieftain of the Peoples Democratic Party, Mr. Mike Okiro as the Chairman of the Police Service Commission.

In line with the provisions of the Constitution the nomination has been forwarded to the Senate for confirmation. While the former Inspector-General of Police might have been qualified for the post on account of his experience in the Nigeria Police Force he is disqualified by virtue of his membership of the ruling party. Until last month Mr Okiro was the Chief of Staff to the embattled PDP chairman, Alhaji Bamanga Tukur.

The Police Service Commission is one of the Federal Executive Bodies established under section 153 of the Constitution. Section 156 thereof provides that a member of any of such bodies "shall not be required to belong to a political party". More importantly, section 42 of the Constitution provides that no citizen of Nigeria shall be conferred with any advantage or privilege that is not accorded to citizens of other political opinions.

Furthermore, article 13(3) of the African Charter on Human and People's Rights Act stipulates that all citizens shall have equal access to the public service of the country without discrimination whatsoever.

By the combined effect of the clear provisions of the afore-mentioned laws a body which is empowered to recruit and discipline all police personnel other than the Inspector-General of Police is expected to be constituted by non partisan individuals of unimpeachable integrity. As a loyal party member of the PDP Mr Okiro is politically aligned and biased. Accordingly, he is not competent to head the Police Service Commission which is part of the public service of the country to which all Nigerian citizens have equal access regardless of political affiliations. Knowing his antecedents in the Nigeria Police Force Mr Okiro is going to manipulate the members of the Police to serve the parochial interests of the People Democratic Party.

Having regard to the fact that President Jonathan has in the past removed registered members of the PDP from the leadership of the Independent National Electoral Commission (INEC),the Independent Corrupt Practices and Other Offences Commission (ICPC) and the Economic and Financial Crimes Commission (EFCP) Mr Mike Okiro's nomination should be withdrawn from the Senate and replaced with the name of another competent Nigeria who is not a card carrying member of any of the registered political parties in the country.

You are not BEAF? Ok very good but you know the bitter truth? I care less about APC,CPC. "I dont give a damn" whatever party. Give me a performing PDP governor and i will support him,unfortunately the worst opposition party governor is ten times better than the best PDP governor. Even Mimiko is better off those corrupt PDP goons.
