We only had one head of state from 1960-1963. And that was the prime-minister (Abubakar). The presidental position was ceremonial. Nnamdi! Azikiwe was a president without portfolio. The boss for all practical purposes wass Tafala Balewa. Is misleading to list zike among the head of state.; |

Her representative was the Governor General (Nnamdi Azikiwe), who in fact acted as Head of State. Tafawa Balewa was Head of Government. He was never Head of State. In the UK today, the Queen is Head of State, while the Prime Minister, David Cameron, is Head of Government. We copied the parliamentary system from the UK. 2 Likes |

Also, the Head of Government usually doubles as the commander-in-chief of a sovereign nation's armed forces. According to the 1999 constitution (as amended), the President is both the Head of State and Head of Government. |

CFCfan: Also, the Head of Government usually doubles as the commander-in-chief of a sovereign nation's armed forces. No. The Head of State is Commander in Chief (although in reality the Head of Government has operational control of the armed forces). This was one of the reasons for the constitutional crisis of January 1965 when Zik did not want to recognise Balewa as Prime Minister after the elections. He ordered the armed forces to carry out his instructions (since he was the Commander in Chief) and ignore Balewa. The Service Chiefs wisely chose to stand aside. In the UK the Prime Minister informs the Queen before deploying troops abroad because she is the Commander in Chief. In the current system being practiced in Nigeria (executive presidency) the President is both Head of State and Head of Government. |

^^The key word is 'operational'. The Queen's role as 'commander-in-chief' is merely ceremonial. To me, the Prime Minister's day to day operational control of the armed forces, effectively makes him/her the 'real' commander-in-chief. |

It's just like what I told the guy who said that Zik shouldn't be in the list because he was not head of state, since he was a ceremonial president. Zik was Head of State and Commander in Chief, while Balewa was Prime Minister and Head of Government. |

In France, the French President doubles as Head of State and operational commander-in-chief, while the PM is mostly saddled with supervision of the French cabinet. |

GenBuhari: correct. Some scholars of Nigerian history even refer to October 1, 1963 as the 'real' date of Nigeria's attainment of independence. It was also on that date that the Privy Council in London ceased to be the highest court in Nigeria. |
