Haven't you written your exams already? If yes, enter your portal on PG website and click on delete course. An invoice would be generated for you which you have to pay for. It can only work if course registration has not closed.

The link to the Proficiency test sample is on every candidate's portal; download it through your portal in order to avert waiting for someone to send it to you. Is it in own domain!!

Mail or no mail, I cannot attest to, but that info is on the official web of UI PG school. Furthermore, mail would be sent a week before the date not now, if everything remains the way it was. Disclaimer: I'm not a new UI PG applicant. So, I think your fellows might have more info.

Crucial info to some of you: You should be aware that some departments would call for departmental test same day you will write test of proficiency in English test. Therefore, it is pertinent to start preparing for both tests; if your dept do conduct deptal test.
