WorldStage Newsonline—The Federal Government of Nigeria has approved some recommendations of the Presidential Committee on the Restructuring and Rationalisation of Federal Government Parastatals, Commissions and Agencies which include the merger of the Economic & Financial Crimes Commission (EFCC) and the Independent Corrupt Practices and Other Related Offences Commission  (ICPC) into one anti-corruption agency and the winding up of the Bureau of Public Enterprises (BPE) and 219 other agencies.

The FG had in late 2011 set up a committee headed by Stephen Oronsanye to restructure and rationalise Parastatals, Commissions and Agencies of the government as part of measures to reduce the rising budget profile.

According to Presidency sources, a review committee chaired by President Goodluck Jonathan on Draft White Paper on the committee’s report approved that out of the total 541 Federal Government parastatals, commissions and agencies, 220 should be scrapped while 321 should be retained.

It approved that the Police Service Commission  should be retained, but that the law establishing the commission be amended to make Hon. Minister of Police Affairs to head the Commission.

Government also approved the abolition of Fiscal Responsibility Commission while the Attorney General and Minister of Justice directed to initiate necessary action for its abolition.

National Salaries, Incomes and Wages Commission (NSIWC) is to be abolished and its law repealed while its functions are to be transferred to Revenue Mobilisation Allocation and Fiscal Commission (RMAFC).

Ministry of Special Duties- The responsibility of the Ministry will continue to be determined by the President.

Nigeria Football Federation/Nigeria Football Association- The Government directs that the enabling law of the NFA be amended to reflect the directive of FIFA that the Organisation should be renamed a Federation.

National Youth Service Corps (NYSC)- The NYSC will be restructure with a view to developing a framework to cover critical areas of national socio-economic development to which Corps members would be deployed for their primary assignments.

Citizenship and Leadership Training Centre- The Centre is to be refocused on moral values and re-orientation.

Council for Registered Engineers (COREN)- The Government accepts the Presidential Committee’s recommendation that COREN should no longer receive budgetary allocation from 2015 Fiscal Year.

Surveyors Registration Council (SRC)- Budgetary Allocation to SRC shall be stopped with effect from 2015 Fiscal Year.

Federal Roads Maintenance Agency (FERMA) and the Federal Highways Department of the Federal Ministry of Works are to be transformed into an extra-ministerial Department. The enabling law of FERMA to be amended to reflect the change of status.

Office of Surveyor General of the Federation (OSGOF)- The Government accepts the Presidential Committee’s recommendation for the proper investigation of the allegations made by the National Boundaries Commission against the OSGOF over the funding of two non-existent boundary demarcations as well as the alleged illegal extension of Nigeria’s maritime boundary from 200 nautical miles to 350 nautical miles at the cost of US$12 million without consulting.

Border Communities Development Agency (BCDA)- The Government directs the BCDA to relocate to the Presidency with its own line budget and be strengthened.

National Emergency Management Agency (NEMA)- The Government rejects the recommendation that NEMA be merged with National Refugees Commission into one agency to be known as the National Emergency Management and Refugees Commission.

If this is true and if these Recommendations are actually implemented, it would be the Most Effective, most extensive and Greatest Stream-lining of Govt's Apparati in this nation's history!!

It would also mean the boldest move to cut d high Cost of Governance Ever

Truth be told, GEJ's administration is the most purposeful and visionary administration we've had. Cutting down on unnecessary government expenditure is a very good move; more resources will be available to execute infrastructural projects.
This guy seems to still keep his head cool even with the plethora of negative criticism flying here and there.
Hmmmm, seems he's no longer the Retardeen, Jonathan, Otuoke drunken fisherman etc as some people will have me believe

Same old wine in new bottles. They'll end up increasing allocations all in the excuse of name changing and others.

The President will receive a lot of backlash for taking this bold, necessary and commendable action. There is no way you will streamline without downsizing. One would have expected that the president starts with political office holders even if he cannot temper with those holding elective offices in order to show sincerity of purpose. Political office holders and elected officials keep a retinue of PA's, Senior Special Assistance, Special Assistance, Special Advisers etc. And these unneedful political bag-carriers consume a large chunk of the recurrent expenditure. For example, the President has more than 3 media managers who also have their own personal aides (Okupe, Abati, Reno and co, not forgetting that he already has a Minister of information) when he can make do with just 1. The same thing with ministers and other elected officials.

Some of the civil servants who will join the colony of unemployed Nigerians because of this plan of government live on national wage which most time is not the living wage. The wages of 10 to 15 low-grade civil servants combine is not up to what an expendable Special Assistant receive. With a smart and effective government, we could do with just 20% of the entire civil servants of the Nation in order to reduce the cost of running government. But as it is now, the cut should start from the top(unproductive political class) and not the other way round.

Bla bla bla. Imagine that the annual budget of one of these agencies are 300 million. Multiply 300 million by 219 and tell me exactly how much govt will be saving from this trimming exercise.
For the retrenched workers, either they'll be absorbed with the merging agencies or they join the private sector. The government has tried for them for the years their agencies existed.

Such an inconsiderate doofus with comprehension problem. Did I not agree that its a "bold and necessary" move though untimely, and that we could do with just 20% of the entire civil servants of the Nation if only we have a smart and effective government? So you believe that government should be a matter of few holding the cow for the strongest and most cunning to milk? If he sincerely want to cut the cost of governance, he should start from the top and not the other way round in order to show sincerity of purpose. Your interest is in how much will be saved for some thieving political elites to fritter away and not the plight of those who will be relieved of their jobs with no sure means of livelihood.

I just don't understand how some people reason. So the government should continue to fund the budget of these duplicate and irrelevant agencies because of the employees?
After you idiots will be the ones to scorn the government for not pruning down the cost of running the government. Idiots!

^Watery Brain, we all know its a good move provided the recommendations are faithfully implemented as they are designed to cut waste and block leakages in the system as well as reduce bureaucracy. We all know that most of these agencies perform overlapping functions as many were mere duplication. My post was to address the attendant negative consequence which is Job loss(es).
Re: Fg Approves Recommendations To Merge Efcc And Icpc, Scraps Bpe, 219 Others by Nobody: 2:39am On Jul 02, 2013
This is an excellent decision by the government. These agencies were nothing but conduit pipes for the looting of scarce government funds. There should be more money available for capital and other meaningful expenditure next year.

Nice recommendations. If only the FG will pay any attention at all to implement it. If done right, this will really streamline our over redundant and ineffective govt agencies, and will go a long way to reduce cost to the barest minimum. Make we dey watch sha!

Sadly, I see the labour union (NLC, TUC) mobilizing the normally lazy and ignorant folks to protest and perhaps embark on strikes to frustrate this very positive development.

I would be pleasantly surprised if the labour unions allow this to happen without a fight!
