Could it be those that come from the various political zones or if one lives within the axis? If for instance I hail from Plateau state but I presently stay in Lagos it means I cannot collect the form in Ibadan because I am not from Southwest.

It is a FACT. Look what the Security man showed me.
An official circular was indeed forwarded to the school.
The disbursement is on Monday, 12th August, 2013.

D place is Oyo State Secretatriat. Just beside the Governor's office. To get there, take a bus/cab/bike to 'Gate' from Iwo Road, if u are coming from Lagos. Then take a bike to Secretariat'. U'll come down @ d gate.. Ask d security personnel on duty to show u d way...
Heard d form is gonna b serial.. Mayb it mite nt b possible 2 get 4 sm1.. Well jst keep us posted. Thnks

Now everybody listen 2 me,and stop confusing yourselves,this is it,the form can only be gotten 4rm kaduna,yola,Abuja,Owerri,Ph,and Ibandan,now u are 2 go 2 any of dis places dat is closer 2 u 2 collect ur form,note that it is wher u collect d form dat u would also submit it afta fillin,very important,and submission is within 6wks,as 4 online stuff,u can't fill and submit online,everytin is manual nt automatic. Den u address it 2 Hon Chairman,federal civil service commission,blah blah blah,now the game starts,the sky is ur limit.
