Not really.

However, teens do have crushes, if they're not reciprocated, its ok imo.

Priorities are more important, a teen is not an adult.

Been in love or having a crush is natural.op I don't know where you stay,am based in Nigeria and looking at what is attainable here its better for your sister to stay away.Apart from the fact that at 17 her books should be her lover and companion,she is not really ready for the harsh reality that comes with relationship.if she is not sexually active try and let her know the importance of staying pure till marriage.bring her closer to God.whether Christian or Moslem no religion permits premarital sex.unwanted pregnancies,STDs,heart breaks,disappointment,lack of total concentration,to mention but a few are some reasons why premarital sex is a no no.to stay away from sex,stay away from guys(at least at her age )coz chances of marrying whoever she loves right now is slim.being in love is not all its wrapped up to be.
then again if she is stubborn and refused to listen,don't force or beat her.let her date but try restrict their meetings to your home (assuming you both live in same house)this way you get to keep an eye on her...
if she sneaks out,let her be.in time she would know that truly truly EXPERIENCE IS THE BEST TEACHER

Well 17 is ok to start dating... Most tyms, teenagers think dey r in love without knowing dey r juz being foolish. Nevertheless, Teens who learn positive dating habits often carry those skills into adulthood, making it easier to develop healthy,long-lasting relationships. But dis is d tym for u 2 b dere for her as her elder sis, remember shez still young and very vulnerable at dis stage, let her know dat her education comes first, emphasize on d dangers of premarital sex and why shez not ready for it nw, also break ups or heartbreaks can b inevitable so she should know hw 2 deal with it if it arises
