ABUJA—The House of Representatives witnessed yet another rowdy session, yesterday, when a member, Hon Ali Madaki (PDP, Dala Constituency, Kano) moved a motion demanding a resolution by the House to bar President Goodluck Jonathan from presenting the 2014 budget estimate to the National Assembly on Tuesday next week.
It will be recalled that President Jonathan had last week written to the Senate and House of Representatives informing them of his plans to present the 2014 budget on November 12.
Madaki’s motion which came in form of Point of Order was hinged on the poor performance of the 2013 budget.



The lawmaker recalled that the House reached a compromise last year before giving their nod to the 2013 budget. He reminded the House of a controversy that erupted over the budget when members insisted to know the performance of 2012 budget, saying an agreement was then reached that before the 2014 will be accommodated, explanations must be given on the over all performance of 2013 budget.
Madaki who rated the current performance of 2013 budget at 40 per cent argued that it was unreasonable to allow the president to present the 2014 budget proposal, suggesting that the President be called to give explanation on the abysmal record of the 2013 budget.
He said: “This year’s budget is below 40 per cent implementation. The budget must be implemented to a certain level before a new one is allowed or taken from the President.”
The House immediately became sharply divided with many members of All Progressive Congress(APC) pitching tent with Madaki.
But Hon. Warman Ogoriba (Bayelsa PDP ) rose up in defense of the President.
While raising objections to Madaki’s submission, Ogoriba said that it was the constitutional right of the president to present the budget to the National Assembly.
His view however got support from another of President Jonathan’s loyalist, Hon Nkem Abonta (Abia PDP) who cautioned that it would translate to a breach of the constitution if he was barred.
Yet again, Hon Friday Itula (Edo PDP) overruled Abonta’s insistence on the presentation of the budget.
Meanwhile, as the arguments and counter-argument were degenerating to a level that could leadd to a showdown, the Speaker, Alhaji Aminu Waziri Tambuwal said it was a mistake debating the matter in the first place, stressing that a point of order raised by Madaki on personal information should not have been a subject of debate.
Tambuwal, said it was against the rules to allow members to debate any point of order that was of personal information, saying it was Madaki’s piece of information to the House which was a product of his observation on the 2013.
But despite the speaker’s appeal to the members, some nerves were still frayed as to why President Jonathan should be allowed to present the budget estimates on Tuesday.
When finally, the issue was put to vote by the Speaker, the shouts of “yea” and “nay” rented the air. But Tambuwal who would not want further argument on the matter hit the gavel in favour of the “yea” thereby paving way for the President to present the budget on Tuesday.
Similarly, the House also criticised the President over his refusal to assent to some bills passed by the National Assembly.
This was contained in a bill sponsored by Hon Yakub Dogara(Bauchi PDP).
He listed about 36 bills passed by the chamber which were still awaiting the assent of the President. To save the day, the Committee on Rules and Business was mandated to gather the unsigned bills for the House.

If you had little intelligence left in you, you would appreciate that the Budget in question is barely 5 Months old.
Your dumb skull will never recall that NASS members finally passed the final amended budget 2013 in July this year before proceeding on recess. It beats me hollow how you guys manage to exhibit this level of ignorance here and get away with it.

Every toddler in Nigeria knows that this budget was finally passed and signed in July, so how do you expect 100% in November?

Keep quiet there! What do you know about useless? This is a democracy and it's customary in a democracy for issues like this to come up.
The issue here is simple, a lawmaker wants to bar the president from presenting his budget 2014. Others argued against it. The House was sharply divided and the ayes had it. What problems do you have with that?

Most recently, we saw the US govt shut down over disagreements in congress and House of reps over OBAMACARE.
So what makes Nigeria's case worse?

Upon resumption from RECESS, Tambuwal left the business of lawmaking and delved into Pro Tukur and Baraje politics.
He left the Medium Term expenditure framework for 2014 that was presented to the house and was frolicking in politics.
He has started that distractive path again by this attempt to bar GEJ from presenting his budget. It will not work.

Tambuwal is PDP in the afternoon and APC in the night. All these GRA GRA is not about substance of the budget but more about a calculated plot to rubbish Jonathan and make him relinquish his second term b

Pls dnt drag NOI into this. That woman hasn't done anything wrong. She is managing our nation's finances well. She knew ths situation will come up and that was why she packaged 2013 budget timeously in October 2012 and GEJ forwarded it to the national assembly. After GEJ presented 2013 Budget, it took those legislators over 5 months to pass it. And even when they did, they padded up the budget with all
Sorts of capital heads. The essence of early presentation of the Budget 2013 was to avoid this delay in implementation.
But the lawmakers defeated this essence due to the late passage and have turned round to criticise implementation. Hypocrites!

I disagree with you. The rep member that raised the objection is totally wrong.

No 1, it is the presidents constitutional right to present the budget and no Jupiter can prevent him from doing that.
No 2, A budget starts running from the time it's signed into law. The 2013 Budget was initially signed late March but was subsequently amended in July. At best, the budget could only be said to have started by March and this is November. There are more 4 months to go in the life of the present budget. In fairness to GEJ/ Ngozi, they have even tried to achieve 40% in this period. At thus rate, they can hit 80% by March.

NO 3, The rep member who raised the point of order largely accounts for whatever deficit in implementation. If only they had passed the 2013 Budget in due time, then they will have the moral locus to complain about poor implementation. I tell people that NASS Members could have finished 2013 Budget by December so that it can start running by January 2013 but they goofed the opportunity.

Fool who is to be blamed for the late signing of the budget? Are u aware that the NASS finished up its duties and accelerated all what they need to do only for Jonathan and his goons to delay signing. Stop giving excuses for obvious failures.

That Jonathan so far is within the 40% range so far in November is a fact and its an obvious failure.

Stop distorting facts. NASS didnt spend 5 months on the budget. That is a blatant lie. When am ain't mobile, will get u some links to buttress this fact. Before then, u do the needful and Google it. The delay came from Jonathan who refuse to sign.

Signed in March, annended in July. Even at this, by February, the NASS was through with its job.
To me, 40% to a developing economy like ours is failure.

U are entitled to ur opinion. I respect it but don't agree with it.
I just want to state 2 things. By the end of this year, all unspent funds will be collated and returned back to treasury so its wrong to insinuate that we still have 4months to go. Don't be deceived, we have less than two months.
Secondly, it took the NASS less than 3 months to work on the budget when it was submitted. That to me is ok and a huge commitment from them considering the various holidays within this time period.
For roughly 500 individuals to agree on such a document in less than 3 months is a huge accomplishment and its on record that it was their fastest when compared to previous years.
I may not like the NASS but as regards 2013 budget, they are not to be blamed at all instead the executives headed by Jonathan.
