Character Before Anointing OR Anointing before character..Which should come first?

Some say anointing without character is an abuse to the anointing..do you agree?

Some say anointing enables character..do you agree?

Take for example Samson and Joseph in the bible..Samson had anointing without character,he lost it on the laps of a woman

Joseph had character + anointing,he rejected the offer of potiphars wife..

Now what are your views on this ??
