To be fair to Uduaghan, he seems to have woken up in his second tenure.
But if anything, that project you've pasted the picture up there is one of the most insane projects ever. Its as nonsensical as it gets! A waste of scarce resources. A conduit pipe for siphoning state resources.

You just stole my comment. Uduaghan of 2007-2011 is not the same man today. The last two years in Warri is a clear example. Besides Infrastructures, let's thank God for a level headed man like Uduaghan. The peace in the State and low temperature of politics is simply priceless. Just imagine having an Osho or Amaechi in the state. The state will be burning like hell already.

UDUAGHAN BOOSTS MASS TRANSIT, COMMISSIONS 130 NEW BUSES

Delta State Governor, Dr. Emmanuel Uduaghan has commissioned 100 Toyota Hiace Buses and 30 High Capacity Marcopolo Buses with a pledge to continue to boost the Delta State Mass Transport programme.
Governor Uduaghan who made this pledge Monday in Asaba said that “the state government is determined to banish rickety buses for mass transit from our roads and ensure that Deltans move around in comfortable vehicles.”
Governor Uduaghan said, “with this commissioning, the state now has over 700 18- Seater Hiace buses and 130 Tata, Marcopolo and Innoson buses for Intra- and Intra-City Mass Transit Scheme with the broad goal of providing safe, reliable, efficient and integrated transport operations.”
The governor explained the state government was in partnership with the private sector in the mass transit programme and charged the private operators participating in the scheme to always make prompt returns, stressing that “this is the only way more buses can be bought and distributed.”
While appealing to the operators to continue to maintain the 50% fare subsidy, Governor Uduaghan urged the drivers to take care of their buses and ensure regular maintenance of their vehicles.
In his remarks, the Commissioner for Transport, Hon. Benson Ibakpa, said that the buses were acquired to boost the state mass transit programme. He disclosed that the state government has approved the construction of a 12.55 kilometres Bus Rapid Transit system in Warri, the third BRT in Africa meant to transport a total of 42,000 passengers per day with 70 buses running simultaneously.

UDUAGHAN COMMISSIONS NEW LOOK ENERHEN JUNCTION, CALLS FOR CULTURE OF CLEANLINESS

Delta State Governor, Dr. Emmanuel Uduaghan weekend, commissioned the Junction Improvement Work at the Enerhen road and Enerhen Motel junction with assurance that such would be replicated in different junctions in Effurun and its environs, saying, "we have embarked on urban renewal in this part of the state because our people are not dirty."
"This improvement work we have done here is to state that fact that we can be clean," Dr. Uduaghan said, adding that the Enerhen junction was reputed for criminal activities which would be checked with the improvement of the junction.
"We will replicate this in other major junctions across the state and we want your continuous support," he said, adding, "we must keep our surroundings clean and ensure that wastes are properly disposed of."
The Governor disclosed that contract for the construction of a fly over to ease traffic congestion at the PTI Road Junction has been awarded and the contractor has mobilized to site.
Commissioner for Special Duties, Special Infrastructure, Dame Orezi Esievo, in an address said, "as part of the Urban Renewal Strategy of Governor Uduaghan's administration, the state government approved the execution of Junction Improvement Works in 12 junctions/road intersections in Asaba/Effurun metropolis at a cost of N3, 175, 773, 182.66."
"The main objective of the works was to decongest the selected junctions and to promote free flow of traffic in them thereby, enhancing economic and social activities in both cities," Dame Esievo said.
She added that "the popular Enerhen junction was deliberately selected for commencement of the project because it was easily the most challenging in terms of congestion and hardship experienced by residents as a result of incessant traffic jams and other difficulties."

Dr Uduaghan said during the commissioning that the executive passenger boats with either 85 or 115 twin horse power engines would enhance water transportation system in the riverine communities of the state.
He said that the boats were purchased and subsidized to provide safe, comfortable and fast means of movement of persons and goods across the riverine communities and appealed to the operators to ensure that they judiciously use them to ferry passengers on the waterways

The Governor explained that the commissioning of the speed boats was delayed as a result of the condition given by the National Environmental Safety Regulatory Agency (NESRA) on the environmental friendliness of the imported boat engines, and assured the agency that given the state's prominent role in environmental matters, the engines conformed to all environmental laws and will not pollute the environment."
Explaining further, he stated that the state government had to apply to President Goodluck Jonathan for permission to import the engines of the boat which was graciously approved by him.
Governor The governor said that the boats would be given to private operators and the Delta Waterways Limited for proper management in the riverine communities.

Similarly, he announced that a set of Innoson-built 50-seater buses would be commissioned next week and distributed to Road Transport Workers to help ease the transportation problem faced by commuters in the state.
He admonished the members of National Union of Road Transport Workers not to threaten the peace and security of the state, emphasizing “that government will not hesitate to prosecute anybody who breached the peace and security in the state in the name of the union.”
“Chairman, tell your members that no one is bigger than the law in this state. I am doing all l can to maintain peace in this state so anyone that want to throw the state into crisis will be punished," he told the union.
In a welcome address, the Commissioner for Transport, Honourable Ben Ibakpa commended the state government for his contributions in the transport sector noting that a total of 605 Toyota Hiace Buses has been acquired and distributed for Urban Mass Transit in the state.
He stated that 10 Tata Buses and 50 Air-conditioned Marcopolo Buses and 2,500 tricycles were also commissioned early this year by the governor and distributed to Delta Transport Company and 'Okada' riders in the state to improve on the transport scheme of the government,
The Commissioner assured Deltans that the boats commissioned would be strictly used for the purpose it was meant for in-order to serve Deltans and enable them derive maximum benefit of the state government kind gesture.

Sorry,these projects are rubbish.
What uduaghan should be creating with the huge resources at his disposal are light-rails,seaports,petrochemical plants, refineries,e.t.c.
And all these projects can be PPP driven.
Seriously, delta state should go and lobby for a pat utomi.
Poorer states are doing far better than the present delta state.
The mediocrity is just too much.

Well.... I'd say that nobody is perfect.. So let me categorically list the good bad and ugly of E. Uduaghan

The good
1.Transport services
For those of us living in the state we can attest to that.. We can travel within our neighbour hood and to places within the state as low as half the normal prices we would have been charged (I stand to be corrected)

2. Health care
The ante-natal for pregnant women I can attest to that cos my sister is a recipient

3.Education
For me I have benefitted from delta state govt through the busary and I'm sure other deltans can confirm this also for the second sch I think(correction needed) registration for waec if free for students

4. Urban Primacy
For those of us who don't understand what 'urban primacy' is... Well simply put.. Delta state is not a 'one city' state unlike other state.. And if u go to those cities I.e sapele warri ughelli etc u shud see that they are fast turning into urban centres

The Bad and the Ugly
1.Security
Judging from the kidnappings and high rate of armed robbery I can say that the government needs to improve on this

2.Roads
Well mr Uduaghan.. We need roads.. The available ones cannot accomodate the high influx/movement of cars in places like warri most especially.. Although there re on-going construction in some parts of town.. The pace at which the contractors handle it is at snail speed. Other one lane roads need to be dualised...

Thanks OP for bringing out a topic..
