I think you should start going to ibadan now. If you call any admission officer, the response would be "it has closed" if they see you face to face who knows, they might consider. Even if it didn't work out, then you would have satisfied your conscience that you tried your best. (It's just a suggestion)

Yea, tell them you want to verify/confirm if your transcript has been received by the admission office. Tell them when your school sent it (or how you submitted it), they will likely ask you to check a register of all the transcripts received by them.
If you didn't tell them you've sent it and you want to know if they received it or not, they won't take you seriously.
