From my understanding, the 70% increment is for traders, ie auto dealers that import and sell new or used cars. While manufacturer or assembling companies will import at 35% to meet up their demand. So if i am not mistaken, it means that dana motors for example will import at 70% while nissan that has an assembling plant here in nigeria will import at 35% to meet up with their demand.

The 70% increment for new cars takes effect from july 2014 while that for used cars have been extended to january 2015.


" It could be recalled that the National Automotive Council had explained that Fully Built Units (FBU) cars falling under H.S.Code 87.03 should attract a duty of 35 per cent and 35 per cent levy.
NAC said: “All FBU import (except used vehicles) with Bill of Lading dated not later March 31, 2014 and arrival date not later than June 2014 will pay the old rate, irrespective of the dates of opening of form ‘M’ and the letter of credit.
“Used vehicles will be imported at 35 per cent without levy till June 30th, 2014 (Now December 31, 2014) renewable as required by the Ministry/NAC, to manage market conditions."

The new 70% tariff on importation of tokunbo cars has been postponed till
January 1, 2015. The previous date of July 1, 2014 has in effect been
rendered null and void. The official reason given for this decision was that
the Standard Organization of Nigeria (SON) had declared all the new made-in-Nigeria
cars "unroadworthy". They claim that none of the new car manufacturers had come
to them for certification. Apparently, without a SON certification, they cannot be
allowed to ply Nigerian roads.

If you have a car at the Port, do not let your agent take you for a ride. Let him know
that the old rate still applies. I will upload a newspaper clipping of the announcement
shortly.

So OP, if this is the case, why is the tariff still being implemented on brand new cars?

Duties On Used Cars Remains 35%- FG

The federal government yesterday clarified on certain issues pertaining to the countrys auto policy, saying the duty on the used cars was now 35 percent and 70 percent from yesterday, that is incorrect.
Minister of Industry, Trade and Investment, Mr. Olusegun Aganga who made the clarification while briefing Journalists after the Federal Executive Council (FEC) said he briefed Council on what he described as a misleading articles in one a national newspaper on the auto policy.
He said, And we thought it necessary to make sure the misunderstanding Is properly understood and cleared with the Nigerian public. The article had claimed that the duty on the used cars is now 70 percent from yesterday, that is incorrect. It is 35 percent . It also claimed all used cars now coming into the country would pay duty of 70 percent, that again is incorrect.
For all those in the auto policy programme, all those assembly cars in the programme, the policy is that they would be able to import cars to meet the gap when you look at production and the demands in the country, they would be able to import those cars at 35 percent, so it is not 70 percent.
Aganga noted that it was only those who are putting strain on the countrys foreign reserves with no intention to create jobs as well as those who want to continue to remain traders that the 70 percent was applicable in order to discourage trading.
He said, It is to encourage local assembly and job creation and unnecessary pressure on our foreign reserves. So it is an economic issue and it is very deliberate. And we dont expect that at all because there is no point. Why would you import cars at 70 percent while others are importing at 35 percent ? So we do not expect to see anyone importing cars at 70 percent. It was just a measure to encourage people to go within the policy group.
When you look at the blended rate of those in the auto programme for the CKDs SKD 1 and SKD 2 they bring to the country, they only pay duty of zero percent, five percent and 10 percent. When So when you look at the blended rate of what they produce locally and what they import, it is just above 20 percent.
That is the policy and that is why all the manufacturers, assemblers of cars which include some of the major distributors of cars and importers of cars before, companies like sterling, even Cocharis they have given an undertaken they will not increase their prices at all. Anyone who wants to buy cars from anyone of them, they will find out that none of them plans to or has increased prices at all.
It will be the first country out of all the countries that have implemented auto programme that has refused to ban used cars at the time of implementation because of the interest of the Nigerian people, he added.
The minister, however, said if the policy was not implemented, the pressure on the economy of would be unbearable because Nigeria relies heavily on the importation of cars, which is not what we want to use your foreign exchange for.
Today, we spend more that $3 billion every year on importing cars, we so end another $3.2 billion and $3.4 billion importing used cars and spare parts.With every importation, we are creating new jobs in other countries, why should we as a country continue with that policy when we have high level of employment in our country just because we enjoy to ride beautiful cars and yet making sure we are creating unemployment in our country.

We cannot continue pushing forward and postponing the NEEDED SACRIFICE for our country's INDUSTRIALISATION and rapid SUSTAINABLE soci-economic development that creates EMPLOYMENT for our teeming youths, particularly those with relevant VOCATIONAL and TECHNICAL schools qualifications. This will normally REDUCE attraction to TERRORIST recruitment & activities by the currently jobless youths.

Nigerian Government says no going back on '70 per cent' vehicle import duty

“This is to discourage trading, to encourage local assembly, job creation and unnecessary pressure on our foreign reserves.”

The Federal Government on Wednesday defended its auto policy that requires vehicle importers, who do not manufacture locally, to pay 70 per cent duty on imported cars.
The Minister of Industry, Trade, and Investment, Olusegun Aganga, said the policy is necessary to check the activities of importers putting a “strain on our (Nigeria’s) foreign reserves.”
He disclosed that Nigerians spend about $3.4 billion (N544 billion) on importation of used cars and spare parts.
Mr. Aganga, however, said the few local vehicle manufacturing plants in the country would get extra concessions of being allowed to import vehicles at 35 per cent duty.
He stated this while addressing journalists after the weekly Federal Executive Council meeting at the Presidential Villa, Abuja.
The Minister of Information, Labaran Maku, during the briefing, said Council had earlier asked the trade minister to brief it on the new policy, following ‘misleading’ media reports.
“I briefed council today on a misleading article in one of the newspapers yesterday on the auto policy and we thought it necessary to communicate and correct it,” Mr. Aganga said.
“The article has claimed that the duty on used cars is now 70 per cent from yesterday, that is incorrect. It is 35 per cent.
“It has also claimed that all used cars coming into the country will attract a duty of 70 per cent that again is incorrect.”
The minister justified the advantaged levy given to the manufacturers to import at 35 per cent levy.
“Those in the car assembly programme will be able to import cars to meet the gap, when you look at production and the demand in the country. They will be able to import those cars at 35 per cent, not 70 per cent,” he said.
“It is only for those who are putting a strain on our foreign reserves, who have no intention of creating jobs in the country, who want to continue to remain traders that the 70 per cent duty applies to.
“This is to discourage trading, to encourage local assembly, job creation and unnecessary pressure on our foreign reserves. So, it’s an economic issue and deliberately so,” he added.
Mr. Aganga said Nigerians should be “proud of the progress we have made since that policy was introduced in October.”
“If we don’t implement this policy, the pressure on the economy of this country will be unbearable because we rely heavily on the importation of cars and this is not what we want to use your foreign exchange for.
Today, we spend more than $3 billion every year on importing cars, and another $3.2 billion and $3.4 billion importing used cars and spare parts.
“With every importation, we are creating new jobs in other countries. That is not the best way to go as a country of for the economy of this country. That is why the policy was put in place,” he added .
He noted that local manufacturers of cars would import completely knocked down (CKD) and semi-knocked-down (SKD) parts 1 and 2, at 0, 5 and 10 per cent respectively adding that this brings the blended rate of what they produce locally and what they import to a little above 20 per cent.
Mr. Aganga also dismissed suggestions that the policy would lead to the increase in the prices of vehicles beyond the reach of the country’s average income earners, stating that Nigeria will be the first country out of all the countries that have implemented the auto programme that has refused to ban used cars at the time of implementation because of the interest of the Nigerian people.
The minister further disclosed that local manufacturing and assembling companies and some major car distributors and importers had undertaken not to increase prices.
According to him ” In fact, they issued a press statement yesterday night to reassure the Nigerian people that the newspaper article was put there by some interested groups who wanted to deliberately mislead Nigerians.
“We will publish their names so that anyone who wants to buy cars from any one of them will find out that none of them has increased prices at all.
“We will encourage them to publish the names of their dealers so that any Nigerian who wants to buy cars can go there and buy.”
He also noted that price sensitivity was a critical component of the automotive policy which is aimed at ensuring that cars being produced locally are affordable to Nigerians. He added that his ministry had embarked on a weekly car price monitoring exercise to ensure that the local assemblers live up to their promise.

seems like he is saying only big established outfits with a semblance of some staff will be able to import cars at 35% while small time sellers, like we mostly have on Nairaland can go to blazes.

In thee words, making the things rich richer and the poor and struggling poorer.

Why, those big outfits will be left to cater to all the demand thereby making humongous escalating profits. because of the high demand that will be on them, they will even soon increase their prices. Forgot all that Aganga said that they have promised not to increase prices. That one na wash. na just talk to make people agree with them.

In other words, they are simply going to make some people with good government connections add further billions to their other billions.

Which testing facilities are available?

How will they test air bag deployment and side impact beams?

How many of those new cars donated by the car manufacturers to SON for testing will actually be subjected to the crash tests and not converted to Sunday Sunday carriers for Oga's family?

Nigeria is fine as it is (All we need to do is change our greedy mentality). When a senator,governor, president starts to think of the people before themselves only then will Nigeria rise but until then, we will only see road and building construction but no real impact for the common man.

well said brother, however one can not stop greed in pple. Achieving meaningful developments( not just roads construction and the likes) would be very difficult in a country whose political structure is wrong. Nigeria has witnessed so many good policies that couldn't be properly implemented because the the polity frustrates them.
I humbly say that without autonomy of the states, we would find it difficult to have real (not paper)growth.
Autonomy allows for salient competition amongs states, growth at good pace, accountability than govt at the centre etc.

Your information is highly misleading!
What the Minister Aganga clarified yesterday is that for Companies that has made significant investment in local assembly plants e.g. Innoson, Nissan, PAN, etc. they will continue to pay 35% on fully built units in order to complements their local production volume.

While every other buy and sell companies e.g Toyota Nigeria, Globe motors, Inspired Autos, Berger under Bridge dealers, and all Nairaland dealers will start paying the 70% as at 1st July this year.

Now, the tricky part for me there is, how do you regulate the volumes that Nissan and co imports at 35%, knowing an average Nigerian business, what if they deliberately scale down their local production and keeps importing fully built units at lower rates in order to maximixe profit?
I hope the minister and his team have a clear cut policy regulations that ensures that somebody will not fly under the radar of this plan to enrich himself.
Meanwhile I am yet to see any of the companies advertising a Nigerian assembled Sedan in the media. Is it only trucks and buses they produce? What happened to private cars?
