Following the impeachment of the governor of
Adamawa state, Murtala Nyako and the resignation
of his deputy, Bala Ngilari, Speaker of the State
House of Assembly, Umaru Fintiri, has been sworn
into office as the new Acting Governor.

Giving a short remark after his swearing in, the new acting governor promised to pay the civil servants their two months outstanding salaries being owed them by the state

maximum of 3 months during which time the electoral
commission, INEC, is expected to conduct a fresh

It's a state's CJ that does the swearing in... it's uncostitutional for the "President" of a Customary Court of Appeal to swear in an acting/substantive governor... that's supposing the fact proffered in the news article above is true.
