I'm no pharmacist but I believe it would be a lot more difficult tweaking a drug to destroy sperm when it's still in the sac without causing damage.

There should be birth control pills for men. Prevention logic: I think it makes more sense to remove the "bullets" (sperm cells) in guns, rather than shooting sporadically at bulletproof vests which causes damage.
