•FG’s borrowing plans, budget, Ebola top
priority

As Senate resumes plenary today, lawmakers will
expect President Goodluck Jonathan to present the
2015-2017 Medium Term Expenditure Framework
(MTEF) outlining government’s borrowing plans and
the template for the 2015 budget.The Upper Chamber
has also promised to prioritise the President’s request of $1 billion loan to fight terrorism and
consider the most possible way of tackling the Ebola
Virus Disease (EVD). Chairman of the Senate Committee on Rules and
Business, Ita Enang, who disclosed this to newsmen
yesterday, said if the President decides to bring the
report of the just-concluded National Conference to the
Senate, it must pass through the normal legislative
process. Senator Enang said other items that would be given
urgent attention was the funding of the Presidential
Police Reforms programme pending before the Senate
as well as the Electoral Act 2010 and conclusion of the
amendment of the 1999 Constitution, as amended. He said: “Today, we can say that as we resume, we
will consider the health challenge that is facing the
country, the way it is just handled, the way forward
particularly the Ebola question, it cannot be unnoticed,
it will be addressed by the Senate, there was a
request from Mr. President for one billion dollar loan, the request will be laid on the Order Paper for
consideration by the Senate. “There was also another request by Mr. President to
fund the Police Reforms programme that is still
pending before us; we will also put that forward for
consideration by the Senate. As we resume, we are
all conscious of the fact that elections will be held
soon and the time-table, the prioritization of matters will take account of that. “Particularly, the Electoral Act which we have
passed, we are waiting for action from our brothers
and colleagues in the House of Representatives and
other bills, the Constitution amendments and
particularly those areas that relate to electoral
processes and finances, those ones we will also take account and we will consider them a priority. “As we resume, this is September, we are likely
under the law of the Fiscal Responsibility Act to
receive from Mr. President, the revenue frame-work
which will state how much is he likely to spend next
year, how much is going to be from oil, how much on
non-oil, what is going to be the exchange rate, what is going to be the barrel price of oil estimate, the
template that will be submitted before us,” he said.
