Unfortunately countries like Nigeria will always be subject to other countries more organised with well thought out plans for their citizens.

I heard from a good source that most of the Chinese workers posted outside the country especially via construction works were ex convicts. They are given a new lease of life in another country, they get lesser pay too because they may be paying for their incarceration time too partly.
