Google team has reviewed your blog & they told you the sincere truth for now, whether you have traffic or not you need to work on the blog well, number of post should increase and contents should be quality enough, content that is fascinating not the ones readers can easily get from football sites or whatsoever.
In my own case, they told me there was too much photos on my blog which i later worked on and reorganize everything, on the long run i was approved.

It all depends on your type of content, I will advice that you start with a narrow scope and you should target high demand topic categories, you can pm me on your choice of blogging so that I can advice further on strategy.

I go try am. I dey even dey get double mind for the thing sef cause i dey hear say chitika no dey pay better unless your traffic dey come from u.s.a or india. My traffic na mostly spain

Well, i applied through blogger for the first time 7months ago, i was replied via my email that i didn't qualify due to insufficient content and they highlighted some suggestions for me to work which i did and eventually re-applied through same process which was approved within 3days.

Try do your application through a pc instead, if at all they accept or reject, they will communicate to you via email.
