1st,ensure that ur data is powered on.Connect ur android to pc using usb.then go to setting->Hotspot->USB TETHER.try to tap the tether once.then u will see the notification: "TETHERED".Click ur web browser to enjoy

let your WiFi hotspot device have the APN as blackberry.net

then tap WiFi on your iPad to connect. enjoy!
