In the US, the President always gives an overview of the US account in his State of the Union address. When OBJ tried something similar to give a boost to practical democracy, NASS, JUDICIARY, SPEAKERS and SENATORS were confused and did not know how to accommodate such development and so the very good experiment failed 'cos of ignorance and opposition.

this is why am asking does Western democracy have different meaning from Nigeria democracy.

Nigeria is a foolish country . Rochas remove the IG of police?, if he cant, then how can he alone without the Intervention of the Federal Govt ensure the safety of life and security in his state. The foolish senators and House of rep don't even know the constitution. We elect idiots who are guilty of criminal offences and expect them to take their time to sanction defaulters of the constitution.When Farouk collected bribe, what did the senate do? When $20bn went missing in the NNPC, what did the senators do?, when govt illigaly trafficd money to buy arms in south-Africa, what did the senate do?. The Nigerian constitution did not make provision for state police, The matter of state police is still under debate but has not been concluded upon. The federal Govt is still incharge of the Police force. okay let me go with u and make a preposterous assumption that The states can have their own security force, even if that's possible, issues like terrorism and bomb explosion fall under the Jurisdiction of Federal Govt agencies because they affect National security.
