I think for now it can still accepted until February 2015 when it will be assumed that every registered legible voters must have had their PVC.

If INEC was able to produced PVCs for all registered voters, then it bcoms unusable. Therefore, no one can predict its acceptability until INEC pronounced it not valid.
Summary, only INEC can pronounce its legality and when that pronouncement is made the laminated voters card immediately becomes invalid. So strive to get yours while you still have the opportunity.
My advice is even if you will not vote go and get the PVC unless you have drivers' licence or international passport that you can use for identifications then you may need not stress yourself or go for National Identity Card registration by NIMC
