Scientists at the Fraunhofer Institute in Germany claim it is possible to control the air outside so that it is set at 27C, the “ideal” outdoor temperature in Europe.

“The rain comes through a pump system like in a Hollywood movie,” said the CEO.

“It’s the same principle with snow. We have a machine to produce snow and then we make it fall from the sky.

“This in turn cools the temperature in areas on the island, thus creating outdoor temperature-controlled areas.

“It will be collected sub-surface and pumped back in, so the water is in a cycle. We also cool the floor with a pipe system.”

The exec believes his scheme is “only a bit crazy”. “If you can heat a pool outdoors in the winter, why can’t you cool an area outdoors in the summer?” Kleindienst said.

He admitted that master developer Nakheel was initially sceptical.

“But after the scientists from Germany showed them the plan, they were convinced. “Nakheel would not approve the plan if it were not possible.”

However, Sougata Nandi, an expert in sustainable development who currently works for CPI Industry and previously worked for TECOM Investments, is not convinced.

Nandi said: “Of course it’s technically possible to do this – as they are claiming to do for the Qatar World Cup stadium. But personally, I fail to see how it will work.

“Maintaining open-air spaces during peak summer will be heavily energy intensive. For example, to cool enclosed areas such as the ski slopes in Mall of the Emirates consumes huge energy. So to make it snow, and keep the snow outdoors, would be a lot of energy.”

But Kleindienst claimed the energy consumption is “not more than a mall”. And the island will follow a strict “no cars” policy, allowing commuters to use only buggies and abras. He also disclosed hotels, shops and restaurants on the islands will only accept euros.

“We want to create an authentic experience, like you are actually visiting Europe,” he said.
