Currently over 14 African impoverished African nations are forced by the might of France and European to pay France infrastructure tax. This is a very unjust act as nearly 500 million is collected annually with not 1 cent going to the citizens of these nations. Many have tried to oppose this but to no avail as the unjust seems unbreakable. My thoughts are keep paying it but ignite public fund via donations set at a rate most could afford like 5 U.S dollars collected each month from a thousands of households. Multiply this amount by 7 years and you now have a few million. This can be combined with the money of each of the 14 into one common treasury. Then money can be invested in youth training and education with an exchange in for their labor which would be used to build new and modern infrastructure. This must be done in one central location that exists between these countries like Porto, Novo, Benin as it sits on the sea and is very close to the economic center of Lagos. This is a very good location to unite treasury and forces to lift up one area of light. With technology and science being instituted and tourism making sure that the center is open to all Africans go to school, do business and trade, also enjoy entertainment. This area should be shared by all as an economical focal point of lighting the torch on the other 13 nations.

Once the 7 years has gone by then another 7 years should commence this time the agreement should be to target specific key cities in each of the 13 to receive this new face lift of their economic centers. Africans already have traditional long time economic centers and capitals of influence this should be the target in this phase of the funding for change. With an institution to educate youth and required them pay back in labor and service to the nation the issues of poverty can be overcome in about 21 years. This is feasible and possible in about 20 years not 50 like some have suggested about Africa total transformation.
