The constitutional provision is that all persons and all regions have rights to aspire, but that does not exclude local arrangements. Local arrangements, like zoning and rotations shouldn't be at the expense or superior to constitutional provisions. And if in the course of 'gentlemen agreements' you're not able to carry along other regions then the alliances shift. If at all you believe in democracy (a system you benefitted from), then it should be allowed to bring others, even if it doesn't at a particular time favour you.
