Federal Government has announced a
ban on all foreign training and
travelling by civil servants, citing
recent unfavourable development in
the international oil market for its
action.
It said the development has affected
its revenue stream and it has become
necessary to introduce a number of
cost-saving measures.
In a circular titled ‘Restrictions on
Foreign Trainings and International
Travels by Public Servants’ issued
from the office of Head of Civil
Service of the Federation to all
Ministries, Departments and
Agencies, MDAs of the Federal
Government, the Head of Service,
Danladi Kifasi, said government has
embarked on a number of measures
to help manage the situation.
One of such measure, he said, was an
embargo on foreign trainings and
international travels by public
servants in all MDAs, including
parastatals, beginning from January
2015.
The HoS, who listed some guidelines/
instructions to be applied before any
public officer can travel out of the
country on government’s expense,
stated further that “proposals for
participation or attendance of
international conferences, seminars,
workshops, study tours, trainings,
presentations of papers, Negotiating/
Signing of Memoranda of Understating
(MoU) abroad at government expense
shall no longer be allowed except
those that are fully funded by
sponsoring/ host organisations.”
The circular further stated that no
ministry, extra ministerial office,
department, agency or parastatals
shall send staff outside Nigeria for
training at government’s expense,
whether or not that agency draws
funds from the Federal Government
budget or meets its financial needs
from revenue generated by itself.
It said public servants invited for
foreign trainings/ study tour,
conferences by any organisation,
government or other bilateral/
multilateral organisations wouls be
allowed to travel provided no travel
cost, estacode application or any
other cost on government is involved.
The official said local training will
continue and, where necessary,
foreign experts may be invited to
conduct trainings for which there are
no local experts and requests for
international travels is essential, and
strategic cases must be strictly
justified with evidence of sources of
funding.
Also, to ensure officers in the federal
public service are not able to
manipulate their records, the Federal
Government said it has become
necessary to introduce more stringent
measures towards protecting data
integrity on the IPPIS platform.
Assistant Director, Media Relations in
the OHCSF, Ahmed Manga, in a
statement yesterday said the new
measures were contained in a circular
titled ‘Incessant Requests for Change
of Employee Date of Birth and Date
of First Appointment on the IPPIS
Platform’, issued from his office and
sent to all MDAs of the Federal
Government. Mr. Kifasi further
directed that all requests for
correction of ‘Date of Birth and Date
of First Appointment’ by officers must
be addressed to Head of the Civil
Service of the Federation.
He added that such requests must
also be accompanied with employee’s
personal files, containing records of
service and other relevant documents
to buttress the claims, and such
requests should be forwarded through
letters duly endorsed by Directors of
Human Resources Management, HRMs,
of their respective MDAs. He warned
that any breach of these procedures
will attract sanctions in accordance
with the Public Service Rules.
