It has emerged that the position of the security services advising against the conduct of the 2015 elections in February was actually a lifeline handed to the Independent National Electoral Commission (INEC), which was ill-prepared to conduct the elections this month.

A Resident Electoral Commissioner (REC) assigned to one of the northern states, who spoke to THISDAY on the condition of anonymity, said the advice by the security chiefs and the National Security Adviser (NSA) to defer the elections because of the security situation in the North-east gave INEC the much needed breather to prepare adequately for the polls.

He said contrary to reports that 21 of the RECs had opposed the postponement of the polls during their meeting at the weekend with the INEC chairman, Prof. Attahiru Jega, that was not the case, as all they did was to give him situational reports on each of the 36 states of the federation and Abuja.

The INEC REC further revealed that the training and simulation exercises for INEC officials and thousands of ad hoc staff on how to use the card readers for the permanent voters’ cards during the polls had not been conducted.

“The training manual is not ready while simulations for the card readers have not been conducted. Our personnel and ad hoc staff do not know how to use the card readers, and some that have been tested were not working.

“Apart from this, over 23 million registered voters had not picked up their cards; that is about 34 per cent of registered voters. So were we going to disenfranchise them under the pretext that not all of them would vote?

“It is not INEC’s responsibility to dwell on voter apathy. Ours is to ensure that all cards get to the voters. Whether they turn out to vote or not is their prerogative, not that of INEC,” he said.

The REC said Jega had not been entirely honest when he made his presentation to the Council of State last week on the preparedness of the electoral commission for the polls.

“We were far from being ready and had we proceeded with our state of unpreparedness in February, we would have faced greater challenges than what we encountered during the 2011 general election when we were forced to postpone the elections by two weeks.

“So the insecurity in the North-east has offered INEC a lifeline to get its act together and sort out most, if not all, pending issues before the polls start on March 28,” he said.

I am forced to comment on this issue based on the misconception that people have on this postponement, INEC was not ready for February 14 and needed a collaboration from the military to get themselves off the hook, else not, was there no ban on the use of the military for the Election?

People fail to ask some pertinent questions as their minds are made up not to see anything good in whatever the government does.

Whatever measure you use for someone shall be used on you.

Gbam. .exactly my thoughts. Some ppl don't read, they don't research, they don't even comprehend wats going on. Too bad.
These days ppl insult d govt anyhow, an old man once told me that the problem we ve in Nigeria is Obasanjo n freedom of speech, n I agree with him.
Most of us just talk n type anyhow. D devil has succeeded in making more than 70 percent of the world today go into the sin of rebelion and disobedience all sheeped up in a package called freedom of speech. We rebel n insult d govt we don't respect authorities anymore, wen d bible clearly stated that we should obey authorities.
The opposition that is encouraging rebellion n insult, I hope if they happen to rule, they will take it just like the present govt has swallowed enough, cos they don't look like they would.
Back to d postponement ish...
too many ppl in d south havnt gotten their cards n how do they expect to do a free n fair election with that? Denying one an opportunity to vote for his preferred candidate.
one would think they r up to something.
I think this six weeks will help a lot.let INEC use it to release all the voters card they r keeping.
let's learn to see things in two ways not just one way.

okay. I knew they weren't very prepared right from time.

I just hope these 6weeks will be enough for them to train these ad hoc staff and get their acts together. No time abeg#

OK......

Makes me wonder where the Police and MOPOL have been all this while. If the Police cannot step into the breach left behind by the Army...then the PDP has some serious questions to answer about funding and training for the Police Force.

On the election....it strikes me as sad that INEC has not learned from the past. If Mr Jega must resign....it must be for sustaining the good old fire brigade approach at the INEC. PDP govt too has to also answer why funding for INEC was not made more of a priority.

Countries with internal security problems like Nigeria...eg Pakistan, Afghanistan, Algeria, Colombia, Northern Ireland, India, etc have conducted elections successfully. Why not Nigeria? I doubt Boko is going to vanish in six weeks....so we better send emissaries to these countries to learn from them how they do it. Or we amend the constitution to allow for changes in the governing structure.

All in all, the real villan of the piece is our fire brigade approach. And for that....all Nigerians are to blame. We have to stop leaving things to the last minute. Enough of African time things.

1. The OP is a Paid PDP agent on the forum.
2. We know who This Day works for.
3. Almost everyone speak on anonimity - our reports, particularly in prints are sinister.
4. Every attempt to discredit the INEC chairman has been put in place ever since the umbrella party claimed they don't know where JEGA designed and printed our cards.

We are not robots and we refuse to be deceive. Jega has said it before now that the INEC is ready.

I care less if this is a made up story.

Had the elections held as scheduled and Boko Haram begins to bomb, destroy valuable properties, kill innocent citizens and kidnap more children, these same people making noise against the postponement would be first to start tongue-lashing security agencies on twitter from the comfort of their bedrooms undecided

May the best candidate win.

The truth about Jega trying to help northerners is coming out.. imagine the problems that would have been faced if the election held... Jega is a stooge of apc....but we will defeat him.. he wants to disenfranchise us... cos apc states has gotten more pvc than other states.. but we caught him
