FRSC And Their Frivolous Antics by Nobody: 10:40am On Feb 26, 2015
The federal road safety corp Marshall, has placed 1 June 2015 as a deadline by which all vehicles in Nigeria, must installed speed limit device, so he told Governor Orji of Abia state during a familiarisation tour.
Because he said, that over speeding has become number one in road fatality accident, where this might be laudable, I wonder how the FRSC so have love of our life in their heart.
Its the ordinary road users that will be harassed, and extorted, Let this seemingly laudable effort begin with the presidential fleet, Senators,House of reps, Governors and their cohorts, even ward councillors.

We don't even need the stupid speed limiters in the first place. Do they expect everyone to crawl at 80km/hr? Imagine the gridlock that will cause on the highway.

The same association who are more concerned of their damaged bus or truck, than passengers who died in them,for which later they collect the insurance by the number of those who died, where the affected families buried their dead, blaming God

Does the US impose speed limiters on all cars?

Or do they use speed limit signs and devices for measuring compliance not installed on all cars plying the roads in the US?

Should Road safety should be the prerogative of states in or the center?

Speed limiters do not necessarily improve safety:

However, critics have warned that a similar, existing system for truck drivers showed that the devices could cause drivers to not give driving their full attention.

Claire Armstrong, from the road safety charity Safe Speed, said: "They drive along at 56, they stick their foot on the floor because they know the equipment will not go any faster, and they pretty much go into fatigue mode, or zombie mode.

"They stop paying attention to the road, and that makes it highly dangerous in those scenarios. You've taken the responsibility away from the driver and that is not good for road safety."

It should be voluntary not compulsory?

The groups say the devices should be fitted on a voluntary basis and should contain a manual override feature, meaning drivers could break the speed limit if, for example, they were forced to overtake.

In any case, who bears the cost? New driver's license, new number plate, speed limiter, encoder, tinted glass permit, next time will be who knows what? Rev limiters? Gaseous emissions tax?

WHAT OBTAINS IN THE UK!

Cars should be fitted with speed-limiters to help prevent accidents and cut carbon emissions, claim government advisers.

Ministers are planning to help councils draw up digital maps with details of the legal speed on every road.

The device then uses satellite positioning to check if a vehicle is breaking the speed limit and will automatically slow a car down and apply the brakes if necessary.

The speed-limiting technology could prevent up to 29 per cent of road accidents which cause injuries.

But campaigners believe the devices are dangerous because they lull drivers into a 'zombie mode'.


The Commission for Integrated Transport (CfIT) and the Motorists' Forum published a report yesterday which called for the voluntary introduction of the devices - called intelligent speed adaption (ISA).

The study also looked at how the devices would help fuel consumption, emissions, noise and ease traffic on the roads.

It found that on 70mph roads, keeping to the speed limit could lead to savings of up to 6 per cent in CO2 emissions.

He said: 'The last thing you need is one car to be overtaking and then pull back in, in front of the cars in front, because that braking event will then cause everybody to start to slow down, which will then compress the traffic, which then causes an incident.'

Although neither CfIT nor the Motorists' Forum is recommending the compulsory fitting or usage of ISA they both want the Department for Transport to make the technology available and encourage drivers to use it.

John Lewis, from the Motorists' Forum, said he believed the devices would help drivers obey limits and therefore hold onto their licences.

He told the BBC: 'We believe that the system should be a voluntary system, that the drivers decide if they have fitted to their car or not, and that they decide if they want to over-ride the speed limit - that should be their choice.'

British Gas has already introduced the technology for its vans - limiting them to 70mph. Jon York, fleet manager for the company said the system had reduced road accidents by company drivers.


He said: 'It does aid road safety, it does reduce incidents, but it is part of a wide-ranging number of initiatives within British Gas and one of those is driver training because you have to change people's behaviour.'

CfIT vice-chairman David Leeder said: 'This important report shows the very real benefits to motorists from the introduction and use of an ISA system - not just in road safety but also in terms of fuel and money saved.'

A London bus is taking to the streets equipped with technology which automatically keeps its speed to local limits.

Intelligent Speed Adaptation (ISA) is being developed by Transport for London (TfL) and uses a newly-introduced digital speed limit map of the city.

TfL also plans to install the ISAs in a taxi and 20 of its own vehicles.

The company claims road casualties in London could be cut by 10% if two-thirds of motorists used the devices.

Speeding points, penalty notices and fines would also be reduced, TfL says.

The technology enables drivers to select an option where acceleration is stopped automatically at the speed limit specific to any road in London within the M25 area.

The device can be disabled at the touch of a button, at which point it reverts to an advisory status where the current, legal speed limit is simply displayed as a driver aid.


There is also a complete override switch with disables the system entirely.

The practical uses of the technology will be tested in the six-month trial after which a report will be submitted to the Mayor of London and the technology will be made available to external organisations.

Southwark Council has already expressed an interest in fitting ISA to more than 300 of its vehicles.

The trial will monitor driver behaviour, journey times and the effect that driving within the speed limit has on vehicle emissions.

Chris Lines, Head of TfL's road safety unit, said: "We know the technology works, and now we want to know how drivers in all types of vehicles respond to it.

"ISA is intended as a road safety device, but if Londoners embrace this technology we may well see additional benefits including reduced congestion as a result of collisions, and reduced vehicle emissions, as drivers adopt a smoother driving style."

'Smiley face'

Tom Edwards, BBC London's Transport Correspondent, has road-tested the device for a day.

He said: "The ISA does work 99% of the time. Now and again it takes a few moments to work out what the speed limit is on the road you're on, but during the day I drove the car around London most the time it shows you the speed limit on a small satnav type screen to the right of the steering wheel.

"There are two modes for the gadget, in the advisory mode when you're within the speed limit it gives you a smiley face but as soon as you go over it turns to a frown and then if you go faster, it becomes a red grimace and starts bleeping.

"In the override mode it won't let you accelerate once you get over the speed limit - so you can have the accelerator pedal on the floor and nothing happens.

"It's unlikely there will ever be the political will to make this kind of device compulsory."

As far as I know, only commercial vehicles are required to install speed limiters. The FRSC issued a statement last week, advising commercial vehicle operators to install the device, but it did not mention private cars.
