The original colour is the blue tie and blue top should of the lady.... How can I transform it to the other colour........ Observe the tie.

That looks more like a printing mishap than an intentional conversion. What you see can be done by isolating the particular parts with the colors and adjusting with the hue/saturation option.

Not a mishap, was deliberately done.... How will I isolate only the tie for instance before using hue /saturation

change the hue on HSB tab use selective colour
