From common sense: Federal Minister is a political appointment, and his/her jurisdiction covers just a single ministry which he/her is appointed to run it's affairs while a state Governor is being elected into the office by the electotorate of a region/state, to govern it's affairs. So you can now see that a region/state is much bigger than a single ministry, this means a state Governor exercise more power than a federal minister and therefore a Governor is more superior and powerful.

I think a minister is more higher in the cadre because he represents the executive power of the President in overseeing and performing his specific duties under the federal government; The Governor is only limited to his state, why the minister is all over the federation.

A state governor is greater than a minister.
1. A governor is elected, while a minister is an appointee
2. A governor has constitutional immunity, a minister has none
3. A governor can not be remove, except impeach by his people, a minister can be hire and fire
4. A governor control his state, a minister head a ministry.
5. A governor control state allocation which is constitutional and large, a ministry allocation is not constitutional, it depends on the executives.

A gov is an elected head of d second level of government,cheif executive officer,a minister is nothing but an employed staff,who can be fired any minute,just that we over exalt d position here in Nigeria.

. Thank you for this. The submissions of the majority here show that most nairalanders are unintelligent, poor students(intellectually) and mostly ignorant. This explains so many stupid comments one reads here.

THE governor is superior, because they nominate the fedral ministers. Although it depends on the particular ministerial position e.g petroleum minister, finace minister . Are very powerful minister. But constitutionally its the state governor.

I am not sure anybody discussed their jurisdiction properly, If I am right the Governor is the No 1 citizen of a state and controls all that is within his jurisdiction. The minister on the other hand is an appointee to help the President manage a ministry and its parastatal due to the enormity in the oversight function of the president. The minister is merely a "puppet" or "maid" of the president whose status and benefit is as a result of what the president deems fit.

There are federal schools and state schools, federal hospitals and state hospital, federal roads and state roads, minimum wage even differs across states and the federal government. The minister controls things in federal government jurisdiction in their respective ministries, a governor controls everything else in a state, the governor also has power over security structures in a state, police and the military. Can a minister arrest a military officer?

The minister does not and cannot order a governor around, if the minister wants something done across the federation it is only applicable to federal institutions except when ratified by the minister and corresponding state commissioner. You get?? Please do not insult a governor by comparing him to a minister, it is because of this level of illiteracy that made the wife of the predisent (first lady) think she is more powerful than the state governor.

One is elected the other is selected/handpicked
One governs the other manages an affair
One operate something a mini country called a State the other manages only just an aspect of a nations economy
One cannot be changed easily the other can be changed easily
One resides in the states of concern the other stays at federal capital
One is very popular among the people he governs the other is more popular in the arm of ministry they control

Both are Honourable... with the few above criteria and some more points you can add, then decide for yourself which you thing is higher

The Federal minister is a servant of the President.
The Governor is the head of his/her state.

You made a strong case and I'm impressed. However, your finishing was totally unnecessary and arrogant.

We're all here to learn, and till this moment there are many issues many persons are yet to fully understand; no one knows it all.

The Federal minister is superior. He earns more than the Governor in terms of their salary. But the Governor is only all powerful in his own state. He has little control over the CP of police and has almighty power,on all the happenings in his state,not at federal level. So,to cut it short,a federal minister has power at the federal level and the Governor has power in his own state. The federal minister superior constitutional,because he earns more basic salary and allowance than the Governor.
I think the basic salary of a governor is more than a minister. Constitutionally, ministers don't earn much. The total entitlements of a governor is enough to pay the salaries of 100 ministers.

A minister resigns to contest for governorship election not the other way round, president controls a minister but can't control a governor.
Likewise a governor takes up ministerial appointments or go to senate. Its only a president that does not go for any again just like the governor cannot go for any again at the state level

let say, d military for example...a civilian defense minister appointed by d president...and al d service chiefs report to him, he in turn report to d president...
any policy made by any minister affect every state..thats y today if a country fail, people blame d president..and who make d president fail, d ministries and their policies,..

A governor is more superior to a minister who is just a political appointee but both has powers related to their offices thats why ministers resign to be a governor and also an ex-governor can also be appointed a minister.

All ministers within the federal republic of Nigeria are aides or special assistants of the president. The governors are elected and are independent of the president. The governors are therefore superior, because they are autonomous and not dependant on the president for their power. Don't forget the swag from the federation account. As well as the immunity from prosecution.

Executive Governor is superior to a minister ... even according to the protocol of fed Rep of Nigeria, if a minister is visiting a particular; it will be a commissioner that will be at the airport to receive him ...then he will go straight to the government house n greet the Governor . In other words, its the commission thats regarded as his mate not the Governor
