Every stakeholder with or without a license shortchanges the govt in billions of dollars.The traditional rulers, mining cos, security officals, officials of both state and federal ministries of solid minerals down to the artisans are all involved.A lot of assasinations too are involved. Every one in this sector has a criminal mindset. Oby ezekwesili brought some level of insanity into it, but alas few years after some cabals influenced her removal by OBJ. Today, the looting and stealing continues in that sector.
