They can never collect that money again.

In the scramble for contracts, some people incur debts by proceeding without payments or the least some mobilization fees just to lock in a contract. In most cases, they get burned.

Who in their right mind will accept I.O.U from politicians in Nigeria on the eve of election? Even banks have learned from their past mistakes.
