Buhari need an eye in each ministry to ensure that PermSecs are implementing Policies as has been conceived by FedGovt and filing adequate report and feedback. To disburse money is not d issue. But he needs intellectuals to fill up dis spaces as both intellectual and administrative leaders. He shouldn't always be d one to think and act.
