President Muhammadu Buhari in an interview in US said he's taken steps to ensure ministers will be stripped of the power to award contracts to contractors.

“I have already acted to remove political control over awarding of contracts away from ministers who use them to get political favours and kickbacks," he said.

He also announced the introduction of a new system of plea bargaining to encourage looters of the government money and oil thieves to return the people’s stolen commonwealth.

I support plea bargaining only if the names of the perpetrators and the amount recovered from them are made public. It won't serve as deterrent if they secretly return part of their loot and don't suffer any form of opprobrium

All those lobbying to being ministers should back off. A Minister appointment should not be seen as a cash point. A Minister's primary role is that of over-sight making sure goverment policy & contractual agreement are adhered to.
