Stealing is not corruption is a statement that caused lots of argument for a reason that I felt is selfish.

The person who made that statement is not loved or trusted, that was why we never try to see it from his angle. Its unfair. I'm not here to cause any uproar but if it was someone like Wole Shoyinka or Dangote or any likable person that made that statement, the reaction could have been different.

What is stealing?

take (another person's property) without permission or legal right and without intending to return it.
Is it against the law to steal? YES! it is illegal.

What is Corruption?

Comparison: Stealing is an act, a verb. Corruption is a noun. A name given to dishonesty of those in charge of carrying out the law.

The law forbid stealing, when one steals, there is punishment by law. Now, when those in charge or dishing out these punishments refuse to carry out justice (getting something to benefit them out of the illegal act - stealing) this is corruption.

In stealing, something must be stolen either by trick or by force, covering up this act is corruption, that is, letting the thieve(s) go unpublished. That is why the definition of corruption includes; Dishonest, Fraud and Bribery.

This is very clear. Stealing is not Corruption.

Stealing is a manifestation of corruption. Let me make this simple.

If you have a software where you put "1+1" as input and the developer has said the output of this input is 2 but when you run the input, you get 3, that software is corrupted. It is not working according to design.

As a human being, you are not supposed to steal, rape or kill. It is not supposed to be part of your outputs and if you commit any of this, you as a human being is corrupt.

Now if you have a minister who diverts money meant for a program into his/her bank account, what has the minister done? He/she has stolen money meant for one purpose and has done something else with it right? Which means he/she stole

But the output expected of the minister is not stealing which means that he/she is corrupt.

Now how here is stealing not corruption? What is wrong with you people?

The minister has stolen. When he's not made to suffer the consequences, it is corruption.

Stealing is just a branch of corruption, it is never corruption. Let me say corruption is wide.
