Most insurgency groups are focused on being the big guns in the area they want to dominate. Hence they attack law enforcement and defence agencies not innocent civilians. Be it the taliban which likes to attack foreign troops, alqeda western citizens, isis iraqi forces etc, boko haram has a predilection for soft targets showing forth their folly. Other terrorist groups sure attack civilians but not to the extent to which boko haram does.
This just goes to show their folly and the need to stand up and speak out against them continually.

They don't even know what they want. Just a pack of dumb fools following a dumb leader. I am sure if you single out one of them and ask what their mission is he will just be staring at you.
