Road Infrastructure: Wike Should Learn From Amaechi by Buzzj17: 3:30pm On Aug 03, 2015
there is a persistent campaign of calumny orchestrated and implemented by the Nyesom Wike administration in Rivers State against the person and legacy of the Rt. Hon. Rotimi Chibuike Amaechi, the immediate past governor of the state. While we do not begrudge Wike and his team for tapping on the popularity and mercurial nature of the former governor, it is expected that such must be done in tandem with the known civility, sophistication and urbaneness the good people of Rivers State are known and identified with. They should know that this is not Hollywood where a stunt man could become popular by killing the boss. Politics and governance are totally different.

The two month old administration of Nyesom Wike effectively used the “I will probe Amaechi” mantra to hoodwink the people while embarking on a spending spree of the state resources. It is on record that his administration has received and spent over N60bn without any project to show for it no matter how insignificant that is considered. Instead he has embarked on road shows throwing dusts into the eyes of the citizens. It is unheard of that any state legislature could approve a whopping sum of N30bn as loan to an infant administration without asking the right questions on the application of the fund. No sane government will simply source a loan simply for administrative purposes. Was the money used to indirectly settle political sponsors?

It is on record that the Amaechi administration left the sum of N7.5bn in the state coffers before handing over to Nyesom Wike and the state received over N23bn as allocation from the Federation Account. The big question the people of the state are asking is “Where is the money?” Meanwhile, he is still owing workers in the state. What manner of leadership is this?

It is important to note that the Amaechi administration he is busy scandalizing effectively revolutionalized infrastructure development in the state. He rolled up his sleeves from day one in office and commenced the overhaul of the sector with virtually his bare hands. We shall concentrate on the roads and highways to demonstrate the giant stride he made in the sector. He built about 314 standard roads and highways. One positive aspect of contract execution under Amaechi was the fact that he never owed any contractor. He implemented the Advance Payment Guarantee (APG) in all projects. A few Examples will suffice:

1.Dualization of Rumuokuta-Choba East-West Road, Obi Akpor (N10.3bn, 88% completed)

One universal fact in public administration is that governance is a continuum and this has propelled many countries into irreversible greatness. The case of Rivers state cannot be different from others. The Amaechi administration excelled in project conception and implementation as inter alia stated. However, no matter the commitment of a development oriented leader, he cannot complete all projects he or she embarked on.

In all, the stretch of roads embarked upon by the Amaechi administration will come to about 1400 km. Of this figure, about 900km has been concluded. And that is almost the equivalent of the road distance between Lagos and Maiduguri and represents 64.2% of the total roads project.
Furthermore, another 350km of the roads have attained over 90% completion and monies paid for their conclusions. This represents 25% of the total roads embarked upon by the Amaechi administration. In essence, the Rotimi Chibuike government completed and disbursed funds in full on 89.2% of the road projects it started since 2007.

Some claim they can not find evidence of what the Amaechi administration did in the road sector even though Port Harcourt and a greater part of the state have been described by many as one huge construction site.

Interestingly, the Wike administration has engaged, with so much fanfare, renowned world construction companies such as Julius Berger and CCEC to repair potholes. The question is, do the so called potholes which the Wike administration appears to be so much excited about exist in the sky or on already tarred roads? Does it really make sense for anyone to deny what is so glaringly veritable just to score cheap political point? Can the Wike administration given the way it is going ever surpass or even match the landmark infrastructural development of their Amaechi years?

Our sincere prayer is that he does because what is of supreme interest is the development and progress of River state. In any case, we are happy that some commonsense is begining to dawn on the governor inspite of his patronising rethorics and rowdiness. We hear he has concluded plans to commission completed and near completed projects conceived and executed by the Amaechi administration which he has been demonizing.
Giving a little credit to his former boss will not diminish him as governor of Rivers state. Perhaps he should concentrate his energy on completing the remainders of Amaechi projects instead of demonization of him.

God bless Wike. Ameachi has done his part. It's now the turn of Wike to surpass the so called wonders of Ameachi.

And so far, he's had a great start.
