There are many cases of incident and accident in the construction sites even in the offices as a result of not adhering to safety precautions. Below are 10 golden rules to help us work in safely.

1. work planning: Before commencing any task, it is worthwhile to adequately state the task procedures and associated hazards.

2. Work permit: in oil and gas sector or any construction site, it is advised that all personnel should make sure they have their work permit before carrying out any task. work permit is a document that states down the procedures and risks associated to a task.

3. Toolbox talk: this is very sacrosanct in ensuring safety of work. personnel should indulge in toolbox talk to learn safety practices and precautions.

4. Collective protective equipment: All personnel should make sure they wear their full or complete protective equipment before embarking on any task.

5. Scaffolding should be checked: those working on height should make sure that the platforms they are working is properly pulled together to avoid falling from height. when working on height Lifeline should be connected above and behind the personnel.

6. Personal protective equipment must be in integrity: each task has it own PPE. appropriate PPE must be worn completely before embarking on a task.

7. Specific training: special training should be embarked to be deemed fit before undertaking any task. Don't do what you are not trained for.

8. Housekeeping and work place condition should be checked: After completing any task, housekeeping should done. housekeeping could mean the arranging of files, the removal of any material capable of causing harm from the work site.

9. Unsafe conditions should be reported: this is also called (YOU SEE YOU ACT) any condition with the potential of causing harm should be reported to the safety officers, this will help ensure save life.

10. muster point: in times of emergency or drill, workers are advised to gather at the muster point.

11. Hazard Hunt - Visit other departments or units with personnel not familiar with the area. There is a greater likelihood of a new entrant to an area to spot hazards or unsafe conditions than those already used to the area.

12. Safety Audit.- Carry out impromptu safety audits especially in construction areas.

13. Colour coding. - Ensure all slings and lifting equipments are properly colour coded and ensure right colour code before use.

14. JSA/JHA - Job Safety (Hazard) Analysis.- Ensure you carry out JSA for all jobs.

15. Risk Assessment - Ensure you carry out a comprehensive risk asessment for all jobs.

16. BOSIET- Prior to visiting an offshore Oil and gas installation, ensure you have undergone the necessary BOSIET ( Basic Offshore Safety Induction and Emergency Training) on Helicopter safety, fire fighting, first aid, survival at sea, etc..You might just be in a position to not just save your life but someone else's.

17. Safety meetings. - If you find yourself in any Oil and Gas installation, be it onshore or offshore, endeavour to attend the required safety meetings, Pre Job safety meetings etc. As the meetings would acquaint you with happenings around the installation.

18. Confined Space Entry - Ensure you get a permit to work and confined space permit for jobs carried out in confined spaces.

19. Lock Out - Tag Out (LOTO) Ensure that dangerous machines are properly shut off, locked, tagged and not started up again prior to the completion of maintenance or servicing work.

20. Protect Yasef! Watch out for Number 1. (Yasef!)

These rules should be applied in everyone's daily life actually. They aren't limited to the industry alone. Examples are 1. Do not drive without seat belt 2. No alcohol/drugs when on driving duty or operating machinery 3. No calls while driving.

Here r mine but they are 12:

1. High-risk situations

Do not start up or shut down equipment or installations without using the appropriate written operating procedure.

Any situation where the risk level is temporarily increased is reported. Induced risks are identified and analyzed and compensatory measures are implemented.

2. Traffic: Machine/vehicle/cyclist/pedestrians

Do not exceed the speed limits.

Traffic rules apply inside and outside sites.

3. Body mechanics and tools

Do not carry out work if you do not have the right tools for the job and the environment.

Adopting an inappropriate posture when handling objects or using tools can cause physical harm.

4. Protective equipment

Do not access installations and perform work without wearing general or task-specific personal protective equipment (PPE).

Collective protection is preferred. Individual protection completes preventive measures already taken.

5. Work permits

Do not perform work without a valid work permit.

Any work performed on site requires a permit.

6. Lifting

Do not walk under a load while lifting is taking place.

For any work involving a crane, hoist or other mechanical system, a preliminary risk analysis is required. Equipment must be in good condition. Personnel must be qualified and access to the area must be restricted.

7. Work on powered systems

Do not perform work without checking that the power and product source supply has been rendered inoperative.

Some works require the energy to be safely discharge or the equipment to be purged and vented. In such cases a lockout system is set up to isolate the energy or product according to a specific method.

8. Confined spaces

Do not enter a confined space until isolation has been verified and the atmosphere checked.

Do not enter a confined space (container, tank, well, etc…) without supervision and only after the atmosphere and isolation have been checked.

9. Excavation work

Do not perform excavation work without a valid work permit comprising a map of all underground hazards.

Manual or mechanical excavation work, including dragging rivers and seabeds, can only start after a risk analysis has been performed to identify all hazards in the zone and related precautions have been taken.

10. Working at heights

Do not work at heights without a safety harness when there is no collective protective equipment.

Work at heights is performed on fixed or mobile platforms with a guardrail designed for the task at hand.

Work on rooftops (buildings, reservoirs) is performed only after the roof's solidity has been checked and appropriate protection has been set up.

Ladders are a means of access only; their use must remain exceptional.

11. Change management

Do not make any technical or organizational changes without prior authorization.

Any changes in technique or organization must be the subject of a risk analysis.

12. Simultaneous operations or co-activities

Do not perform simultaneous operations or co-activities without a prior visit.

All work or operations inside a unit in operation can increase risk levels. Interferences due to simultaneous operations or joint-activities must be identified and controlled.

This is simple NISP Type Basic H.S.E appreciation knowlegde. It is rudimentary however,It is also good.

Just note that While they have their uses and benefits, these are mere procedural barriers to Safety and HSE Risks. There are other layers of protection which can be iinstituted to ensure safety or ensure the life saving rules are adhered to.

The most important thing is Prevention Through Design (PTD). Design out hazards and risks as best as possible. Also important is the idea of Human Factors and Ergonomics. Design systems (equipments, procedures) which are safe and easy to use.

Also is the issue of safety culture and climate. What is the safety behaviour of people when they are not being watched. Is it second (in fact first ) nature for them to obey these rules?

In Safety Sciences there have been criticisms on these 12 life Saving Rules or 10 life saving rule or 13 life saving rules etc. that companies have. It misleads staff to believe that these rules cover all aspects of hazards and hazard scenarios pertaining to a job.

We as Safety Engineers are not saying they do not have their uses. But many companies have had major accidents and incidents despite having these rules. They do not solve all your safety and HSE Risk problems. Take note. Especially for those of you planning to go beyond NISP type safety knowledge which like I said is basic and rudimentary.
