FG withdraws police orderlies from political appointees

DANIEL IDONOR, Abuja

The Federal Executive Council (FEC), has ordered the immediate withdrawal of police orderlies attached to some public officials and individuals, including the Chairman of the Economic and Financial Crimes Commission (EFCC), Mrs. Farida Waziri, presidential aides, and judges among others.








Though the directive was approved by FEC last January, government however yesterday released a comprehensive list of those affected.

The public officers who include politicians and career civil servants are special advisers, assistants and other principal staff of the President and Vice President, as well Secretaries to State Governments, Heads of Service in the states, commissioners and principal staff of state governors.

Others are judges of the Federal High Court, FCT and State High Courts, judges of Customary Courts; magistrates, heads of parastatals and extra-ministerial departments. The list also includes chairmen and members of federal and state executive commissions and agencies.

Also affected are private individuals and businessmen, no matter how highly placed, be they Nigerians or foreigners.

However, the chairman of the Independent Corrupt Practices Commission (ICPC) was excluded from the list of those that would henceforth not enjoy the services of police orderlies.

It is however not clear whether the EFCC boss, who is entitled to a police orderly by virtue of being a retired Assistant Inspector-General of Police (AIG), would still retain such privilege.

Those entitled to police and security personnel include the President, Vice President, Chief Justice of the Federation (CJF), Governors and their deputies, Secretary to the Government of the Federation (SGF), President of the Appeal Court, Head of Service of the Federation, and ministers.

Others are Justices of the Supreme Court, Judges of the Court of Appeal, Chief Judge and Grand Khadi of a state, President Customary Court of Appeal and Chairman of a Local Government Area.

Those in National Assembly entitled to security are the President of the Senate, his deputy; Speaker of the House of Representatives and the deputy; Speakers of State Houses of Assembly and their deputies.

The meeting was presided over by Vice President Goodluck Jonathan, following the absence of President Umaru Yar’Adua who traveled to Katsina, for the burial of his sister.

A draft of the National Policy on Public-Private sector Partnership (PPP) was also approved at the meeting. FEC said the new PPP policy aims to provide an adequate framework for the creation of an atmosphere conducive for private sector involvement in the financing, construction and operation of infrastructural facilities and services in Nigeria.

Minister of Information and Communications, Prof. Dora Akunyili, who briefed state house correspondents at the end of the meeting, said the policy is the product of the board of the Infrastructure Concession Regulatory Commission (ICRC), inaugurated by President Yar’Adua last year.

She said ICRC had discussed its business plans, operational and administrative guidelines for setting up its secretariat and the new national policy is meant to encourage the development of an attractive market for PPP projects in the country.

The SGF was directed to issue a circular to all ministries and government agencies to begin implementation of the new policy.

The main thrust of the policy includes, setting out its socio-economic objectives; protection of the environment; establishing the legal framework and environment for investment. It also includes developing the major institutions to facilitate the actualization of the set goals, analysis of the roles of major stakeholders including the government in the PPP efforts policy as well as setting out key principles to guide participation of interested parties.

The meeting also approved the bill for the amendment of the Transfer of Convicted Offenders (Enactment and Enforcement) Act of 2004, meant for presentation to the National Assembly. The Act seeks to encourage the transfer of convicted felons among Commonwealth countries.

The above people mentioned are supposed to have police orderlies considering the nature of their jobs. yet my neigbour thats a business man that has no buisness with the govt. gets to move around with about a dozen trigger happy mobile plolice men with no one batting an eye lid how funny. grin
