Several presidents have come and gone but none has paid any attention to armed forces reform.

The Nigerian armed forces has been plagued by several accusations of severe human rights abuse, Corrupt practices, tampering with evidence and playing the judge in its own case.

Every year, several cases of armed forces (especially police) is recorded and reported but often at times they get swept under the carpet.
Just few days ago, several unarmed protesters were murdered by the people hired to protect them in the Eastern part of the country.

Why isn't anyone focusing on armed forces reforms? is'nt it also important?
Everyone is hammering on corruption when our basic human rights are infringed upon on a daily basis.

well, i guess the political class are very satisfied with the professionalism of our security apparatus.
After all, they get numerous security details attached to them and their family members.

Buhari is planning to commission Shekau as a major in the Nigeria Army.

Shekau refuse.
He say he should be general.
That he shase and disgrace many major-generals from the battle-field.
he name them. general ransome-kuti, general ike, and general bello to name a few.


in the secret negotiation, buhari say general is too much.
that shekau will have to go to Jaji before he can wear the uniform.
shekau refuse.
that he can go to pakistan or afghanistan war college.
afterall buhari too did not go to jaji.

but you know buhari is stubborn.
shekau is begging him for leftenant colonel.
but buhari say that major is the highest he can do.

the presidency will announce amnesty soon.

OP, this is a very serious issue. Buhari seems to be making some effort to address recent cases based on Amnesty report but I don't think that will be sufficient. Wholesale review of all cases with measures such as public hearings, citizens' watch initiatives supplemented with some sort of whistle blower act may be required in the short term.

A total overhaul of training practices and complete re-orientation is critical in the longer term.

I guess you know why,
Nigerians love the armed forces barbaric nature so
long they are not the target.
We often here people discussing how they used soldiers to
deal with their enemies.
Armed forces reform is necessary for the development of our country,
because we cannot have two authorities running parallel government.
