[b]"The disputations around Nigeria's Constitutional arrangements are legendary and of global reckon. The faultlines along which these disputations are often orchestrated are well known even from the very creation of the artificial Union of Nigeria in 1914 by the Colonial fiat of Britain.

These disputations had frequently led to bloodshed on a recurring basis, the most notorious being the Nigeria-Biafra War of 1967-1970 which pitched the rest of Nigeria against its Eastern Region, costing the latter over 3 million lives and devastating its surviving peoples who have since been officially reduced to second class citizenship in their very homeland.

To compound this master-imposition, sharia was introduced in year 2000 by 12 contiguous States of the far North in circumstances that cast a huge question mark on the sustainability of the Union as One-Nigeria.

The agitations thrown up by the strident quest for relief from the siege reality imposed by Nigeria over the years and which was heading inexorably to another massive bloody confrontation, found a potentially peaceful window of settlement when in September 2007, the UN enacted the historic United Nations Declaration on the Rights of Indigenous Peoples which elevated the Right to Self-determination to an inalienable pedestal.

The Lower Niger Congress, working with its MNN Partners, has championed the processes that would culminate in the collective exercise of that right by the Peoples of the Lower Niger (being the Ethnic Nations of the 11States of the so-called South South and South East, presently entrapped in the failed Lugardian experiment called Nigeria).

The Proclamation for this defining step in the long-drawn processes came at the SOLEMN ASSEMBLY OF THE PEOPLES OF THE LOWER NIGER held, 27th April 2015 in Port Harcourt.
As part of preparations for the aforesaid Referendum which is tentatively slated for the first quarter of 2017 (subject to necessary adjustments), registration of Voters for the Referendum shall Commence in the third quarter of 2015, first on the electronic platform which shall cater for the Lower Niger Diaspora population and later the modified electro-manual registration for the homeland population".

SPECIFIC DATE TO BE ANNOUNCED BY SEPTEMBER-END 2015, AFTER DUE CONSULTATIONS WITH ALL NECESSARY STAKEHOLDERS INCLUDING THE UN, OBSERVER COUNTRIES AND LOWER NIGER ETHNIC NATIONAL DELEGATIONS. THIS DATE IS SUBJECT TO A SIX MONTHS ADJUSTABILITY, IN ABRIDGEMENT OR EXTENSION"[/b]

Trash, till 2100 there can never be free unless it is the umbrella of Biafra and it is not referendum but war, it wont be 2017 but 2015
