In my little understanding, since relative density is the ratio of the density of a sub. to the density of the standard.
Water is the standard here because your questn says X is a liquid.

So I think the first sentence is just there to confuse us (I may be wrong though)

30 : 45 = 2 : 3

You don't understand. I have not heard anybody give a complimentary remark about the institution. In fact, there's a guy who goes all over Nairaland with a signature which states, "fvck uniben!"
