Despite being a constitutional requirement that every state in Nigeria must be represented in his cabinet, President Muhammadu Buhari has sent only 21 names to the Senate for approval thereby effectively excluding 15 states from his much awaited ministerial list. However, there remains a speculation that the process of ministerial appointment will be done in batches by the administration.
