The military command is structured. We have units and commanders. The commanders receive orders to deploy their boys from the GOCs. The GOCs cannot give the order unless the CDS or COAS gives the order. An order that can only come from Abuja.

The military do not deploy simply because the police has asked for help. During the Sharia riots in Kaduna, people were slaughtered for awhile before the military received signals to deploy. And that was after the then governor of Kaduna called and asked for military assistance. I believe the GOC too would have called Abuja to table the Governor's request. And all this while, people were being killed. The police know all these. They know the military wouldn't have deployed simply because a robbery was ongoing. If they wanted help, they should have called Ambode, who would have made frantic calls to make it happen.

Any officer who would have dared to act on the police request could have risked a court martial and probably dismissal or worse, death.
The post said NAF authority, it's not a case of one low rank personnel talking, the police spokesman or commissioner will not make a request from just a junior officer, he will call the unit head in Lagos to make such request. Is it only the governor that's in position to make such request, what if we are in the days of Ameachi vs GEJ, where the 2 are having political disagreements, who should make the request. This is a life and death issue, there is a reason their rule book is open ended. We should even be thanking the NPF for admitting their ineptitude.
Court martial doesn't work the way you portray it, the worse that could happen is to be reprimanded. It's not a case of going all out with battalions but requesting for one of their gadgets, it's not all military gadgets that are designed for warfare, some are just for pure policing, I don't want to believe the NPF is requesting for a fighter jet. While I was serving, one of the precautions in case of distress was try sight a uniform man(emphasis on NA) while I was in Akwa Ibom. There was a time Los Angeles police department was not allowed to carry firearms aside pistol, today they the only one allowed to use firearms, an event gave birth to that. It's all about peculiarities of the situation at hand.
All security agencies are to work together, that's why if one is declare wanted today, any security agency that sights such fellow is allowed to effect the arrest, be it police, army, navy, immigration, etc, after arrest, you hanf it over to the police.

The Airforce and Navy guys are right...They do not have the jurisdiction to operate within the country. Just wondering why our police do not have Marine or Air wing units within or SWAT teams that could be deployed quickly
They have all those. They don't function, however. Now some AC or whatever doesn't know that in the absence of a standing order military men can't deploy without presidential orders.

So it appears that the lagos government can never prevent that kind of bank robbery.
