While reading the communique unanimously signed by the representatives of the union in all the four state-owned tertiary institutions, the state Chairman of the Joint Negotiating Council of the union, Comrade Olusoji Fasipe, commended Governor Aregbesola for his rare understanding and patience despite the issues attached to the industrial action, which resorted to the protracted strike.

The Non-Academic Staff Union of Osun State-owned tertiary institutions has suspended its five-month-old strike.
The leadership of the union made the announcement while signing a Memorandum of Understanding with the state government.
While reading the communique unanimously signed by the representatives of the union in all the four state-owned tertiary institutions, the state Chairman of the Joint Negotiating Council of the union, Comrade Olusoji Fasipe, commended Governor Aregbesola for his rare understanding and patience despite the issues attached to the industrial action, which resorted to the protracted strike.
Fasipe charged the state government not to renege in its promises of paying them within the stipulated seven days of resumption, adding that the strike has been suspended in line with the agreement made with the government.
He said the union was always on the side of the plight of government, promising that the union would do all it could to support the current government in its bid to reposition her economy, most importantly as the state is being financially challenged.
He said: “”We are ready to do our best to ensure that the state economy is revamped.
“We have friendly and fatherly people in government and they have been playing the roles as expected and it is our belief that they would not relent in giving us more support.
“We suspend this strike based on the agreement reached with government to pay our salaries within seven days of resumption.
“We are optimistic because our governor has emphatically promised to pay our salaries within seven days.”
Fadipe said the union deemed it fit to suspend the strike after an extensive meeting between it and the State Government.
The Memorandum of Understanding reads in part: “On Contributory Pension the Union observes that:
(1) the State Government of Osun is committed to the continuous application of the Contributory Pension Scheme (CPS), being a matter of law and technicality for the State Public Service.
(2) That the lapses observed in the application of the CPS in the Public Service is due to paucity of funds occasioned by parlous financial situation in the State.
(3) That the CPS would be properly funded and applied as soon as the State Government’s Financial situation improves.
(B)Composition of Governing Council of Tertiary Institution: Composition of Governing Council of each Tertiary Institution would be made in line with law establishing each institution.
(C) Disbursement of Bailout Loan
(I) That Staff Salaries for the months of January-June, 2015 and deduction from January, February and April, 2015 shall be paid from the bailout,
(ii) That Salaries for March and May 2015 shall be paid in full, immediately.
(iii) That the balance of the Salaries for January-February, together with deductions shall be paid immediately.
(iv) That salaries for June shall be paid in November, 2015.
(V) That the outstanding leave allowances for years 2013 and 2014 shall be paid in December, 2015.
(D) Yearly Promotion Exercise
Government is committed, in principle to the implementation of yearly promotion of staff. Pursuant to this, promotion of staff shall continue, but shall be financially implemented when the financial situation of the state government improves.
(E) General
(i) Government and Labour Union recognized the the current national financial challenge resulting from dwindling revenue from the Federation Account will continue to affect the payment of salaries, pensions etc and critical expenditures of government.
(i) The leadership and members of the union will not be victimised in any form for any of their actions during the just suspended industrial action.
(F) Based on the above agreement the strike action is hereby suspended.
In his remark, Governor Rauf Aregbesola, who was represented by his Chief of Staff, Alhaji Gboyega Oyetola, expressed satisfaction over what he described as high sense of maturity displayed by the leadership of the union, pledging that government would do all it could to fulfill its side of the agreement.
Governor Aregbesola said his government has been consciously generous and sensitive towards the welfare of the labour since he assumed office, stressing that his administration would not relent to make life more meaningful and abundant for the citizens.
Aregbesola commended the union for reaching a common grounds with government, promising that he would ensure total implementation of all their demands.
He said: “I am proud of your leadership for always displaying high sense of maturity, understanding and patience because each time we have a meeting or discussion.
“Your level of comportment usually calls for brainstorming.”
Aregbesola lamented over what he described as financial crisis, which has been the reason for incessant strike, saying though the state has been financially and economically tormented, but he would not deviate in treading the path to greatness as he is committed to transform the state.
Governor Aregbesola charged the union to device whatever possible measures within its disposal to assist the government to block all the palpable leakages in their various offices.
He however used the occasion to debunk the rumours making the round that his administration had concluded plans to merge all the tertiary institutions owned by the state together, saying he has no such intention.
Governor Aregbesola categorically stated that he had no plans to merge any school, adding that issue of merger has never been contemplated by his government.
Aregbesola said the salary arrears would be paid in consonance with the income earned by the state.
He said: “We have reached a stage where salaries, pensions and other emoluments would be paid in accordance with the revenue accrued to the state.
“Nobody is merging any school.
“The speculations peddling round the state about merger was totally pre-emptive as we understood the fact that some enemies of our administration are just hiding under this platform to discredit us and incite public against us as they are creating unnecessary issues out of it.”
Aregbesola said his government would try its best to increase the general well being of the citizens in line with their yearnings, interests and aspirations.
