Is there any difference between a christian believer who keeps living in sin and an unbeliever who commits the same sin. ?

Good question. There is no difference. An atheist who does not believe in the existence of God and a so called "Christian" who lives as if there is no God are one and the same in the eyes of God.

A Christian is anyone who believes and receives the pardon and forgiveness of his past sins that Christ has purchased by the shedding of His blood on the cross of Calvary and also receives the impartation of the Holy Spirit to live a righteous, new life in Christ which is by grace, and also has the hope of eternal life from now till eternity.

Grace is still available for every sinner, whether unbeliever or believer that committed sin. Disgrace, wrath and judgement is coming upon ANY who continues to live in sin, whether the sinner admits it or not.
The servant of sin is not a servant of God as No Man can serve two masters. Whosoever commits sin is THE SERVANT OF SIN.

A believer who has really indeed met christ, convicted and believes in Jesus are yet still found himself sinning is not the same as an unbeliever.
I won't go far but just dwell in the explaining the word "believer"
The Word Believer in the contest of this discussion will be someone who believes he is perishing in sin and relies on christ to be his savior and redeemer.

Now unless the falling believer has not truly been convicted, if he has, he is never truly Comfortable in whatever sin he does, Romans 7. And that is where the Bible 2 Peter 2:21-22, See?

So in other words, when the Bible says when a Man falls seven times he will rise again. He understand walking in this word requires grace and mercy...As long as your original intentions are to please God but at occasions fall and recognize it has a fault and malfunction then ask for mercy and grcae then you're a believer, who believe in the redemption of your sin but a unbeliever see it as normal way of life hence he doesn't see a need to repent from anything. You see the difference?

So it's a question of intentions. What are your intentions
A believers intentions is to please God despite he's downfalls
An unbeliever intentions is to Please himself

So believers out there keep fighting and relying on God grace and consistent growth in christ. Don't mind the prejudice and critics. This generation christians kills their wounded soldiers. Holiness is not a destination but a journey, the Bible say we will be like him when we see him and reign with him.

So what God wants to see is that you keep relying on him for strength in your low estate. That's what makes him God.

Going by the scriptures the difference is clear!

An unbeliever is someone who doesn't believe in the word of God for reasons best known to him, it might be because he lacks the ability to understand how faith works or he is yet not so convinced of what the love of God means. Such a person will continue to commit sin since he doesn't know what is bad in God's eyes he only stick to what he knows is good and bad from his little understanding about life. From God's standpoint he is not judged yet because he doesn't know what he is doing! Luke 23:34

A believer who already knows what God's word says but due to his own greed chooses to go back into the things he left behind has been judged.
This is what the scriptures say about such ones:

For if we practice sin willfully after having received the accurate knowledge of the truth, there is no longer any sacrifice for sins left, but there is a certain fearful expectation of judgment and a burning indignation that is going to consume those in opposition. Hebrews 10:26-27

Willfully PRACTICING WHAT WE ALREADY KNOW as evil deeds is sin against God's Holy Spirit so there is no more forgiveness for such a person! Hebrews 10:34 compare to Matthew 12:31-32

The Christian who kept sinning may never have met Jesus. Such may not have become a new Creature as all things have not become new for the person.

Thus, the probability that he is not different from ANY unbeliever is extremely high!

A person who is of Christ does not justify his sins but does everything to forsake the easily besetting sin disturbing him.
