In response to this thread earlier today, https://www.nairaland.com/2768847/ethnic-cleansing-nigeria-customs-mefor I just want to correct the error the original writer posted. The mischief or whatever the writer is trying to achieve, portends great danger for Nigeria's fragile unity and threat to futher widen our already threatened fault lines. The op is just trying to be mischievous, he is trying to deceive those who don't understand how Civil service or the customs work. He hammered on the "appointment" of comptrollers. He is wrong in many ways. Firstly, comptrollers (AREA ADMINISTRATORS) are not apppinted. They are promoted. It is the highest position a Nigerian customs officer can attain or promoted to, based on merit. From the next positions of ACG, DCG and CG are political appointments sort of. They form the management team of the Nigeria Customs Service. The position of DCGs, by principle of federal character is spread among the 6 geo-polical zones. The DCG positions are 6, the DCGs head the 6 departments of the NCS. That principle still obtains in this Buhari's administration. The 6 Deputy comptroller generals (DCGs) are picked (each from the 6 geo-polical zones) go to customs.gov.ng and click on the management team to clarify your doubts. I don't know of any rule that says assistant comptroller generals (The ACGs) must be drawn equally from the 6 geo-polical zone. If there is any, you can share with me. No government comes to power and retire all the comptrollers and appoints new ones because they are never appointed in the first place. they got to that position via promotion based on merit. It is technical and logical truism that any region that has the most number of qualified DCs (DEPUTY COMPTROLLERs) stands a chance to have the most nunber of comptrollers. A lot of factors may inform or affect one's career climb, these include, years of service, age, outstanding achievements that may warrant rapid or double promotion, querry that may lead to demotion or halt in promotion for a number of years, retirement etc. It should also be noted here that it is not the case that all the region gets equal number of officers recruited on an annual basis. All these factors may lead to a lopsided number of high ranking officers qualified for promotion to the highest cadre over the years even if there is an equal number of recruited officers from the 6 geo-polical zones as at the time of entering the service. This lopsided "situation" could be to the benefit of ANY geo- polical zone. The op is just being mischievous. What's worse is the SE who are renowned marginalization criers, effectively marginalized themselves by their sentimental and myopic political choices in the polls, otherwise they would have had some political muscle to change any perceived discrepancies. The OP has clarified that the management cadre in the NCS (except comptrollers) are appointed on a political basis and not necessarily merit. This is also a tradition just like the deputy controllers traditionally allocated to the 6 GPZ's (which the SE has one). If that does not illuminate the situation, invest in a microphone and locate your nearest market to continue your cry. patrick89: |
