Managing Director of one the first generation banks, some top directors in the federal civil service as well as top management staff of a pension commission are in deep trouble over alleged complicity in the over bloated salary profile of civil servants. Those affected, who are allegedly being investigated by the Economic and Financial Crimes Commission and other anti-graft agencies, were said to have been linked to the ghost workers recently discovered in the civil service. Nigerian Pilot Sunday learnt that the federal government was dismayed that its effort to eliminate ghost workers in its payroll through the Integrated Payroll Personnel Information System, IPPIS, was not only frustrated but seriously compromised with the aid of some banks working in connivance with some directors in the federal civil service. In one instance, it was learnt that an individual from one of the ministries opened a salary account for 3000 workers, using same name while another using a convenience of a hotel room had in conjunction with a senior staff of one of the banks opened salary accounts for thousands of ghost workers. Already, the Ministry of Finance has discovered that no fewer than 23,000 ghost workers were discovered in the core ministries while a lot more than are suspected to have been found out in the federal agencies and parastatals, a development that forced the Minister of Information and National Orientation, Alhaji Lai Mohammed, to raise alarm that the IPPIS had been compromised. According to the minister, the federal government has instituted a machine to refine the IPPPIS and ensure that it is redesigned and made to function to the desired expectation of the government. Minister of Finance, Ms Kemi Adeosun, had blown the lip on the salary scam in the civil service while defending her ministry’s 2016 budget before the Senate Committee on Finance. The minister had revealed that though the Bank Verification Number, BVN, and IPPIS had helped the federal government to discover 23,000 ghost workers in the civil service, a lot still needed to be done to totally stamp out padded federal wage bill through use of ghost workers by some directors. Also, the federal government, according to sources, is worried that the pension commission has continued to remain a fertile ground for financial scam. It would be recalled the commission had been embroiled in a mess following the discovery that some senior officials had deeped their hands into the tilt and corruptly enriched themselves from the pension proceeds of workers. Though the EFCC had wielded into the matter, nothing concrete has been achieved since neither the top staff implicated in the case had been judiciously made to pay for the alleged crime nor has the trend been halted. Accordingly, the federal government is set to re-open the case in addition to prosecuting new cases which are currently being investigated. It was in the light of these that the Director- General of the National Pension Commission, Chinelo Anohu- Amazu, was summoned to the Minister of Finance for some discussions, on Thursday.
