Europe is just across the border/sea.Plus...the lawless situation makes the crossing to Europe easier. The catch is you have to pay hefty money to secure a place on the boats...and thus many stay in Libya doing lots of odd jobs,most often illegally, until they can get enough cash to cross over. That's why.
