This information was provided by an observer in the last Akwa Ibom rerun election, which took place last Saturday, who was an eye witness to some of the events that happened during the election.

The rerun elections, which held in four state constituencies namely: Etinan, Ibesikpo/Asutan, Ikot Ekpene/Obot Akara and Oron constituencies was swept by candidates of the Peoples Democratic Party (PDP).

According to source, the Independent National Electoral Commission (INEC), decided to opt for National Youth Service Corp (NYSC) members serving in the state where election is to take place, as adhoc staffs that would be on the field (Polling Unit) because they felt that:

* As graduates who mostly are not married and have less or no responsibility;

* Most Corps members have not starting earning huge pays, as they have not being gainfully employed.

* There NYSC certificate is also at stake.

Hence, they can't be lured by politicians with money, by engaging them in electoral malpractices.

Unfortunately, the above does not make meaning to most Corps members, as they see opportunity to partake in election as a serious business venture. According to our source, some Corps members made as much as N50k in just an ordinary House of Assembly election, while involving theirselves in one form of malpractice or the other during the rerun election.

Meanwhile, it was learnt that four Corps members are required to man each polling unit, the followings describe their title and duty:

* Presiding Officers (P.O): He is the overall leader in polling unit, as he oversee the conduct of election in that unit, and he report to Supervising Presiding Officer (who is also an adhoc staff employed during election period).

* Assistant Presiding Officer (APO 1): Incharge of Card Reader machine.

* APO 2 : incharge of manual verification, others.

* APO 3, is like a security guard, making sure that voting queue is well arranged, and in order.

The four officers listed above, with an attachment of 2 or more Police officers,(depending on the number of register voters in that unit), work together to ensure smooth and hitch free election at the polling unit.

Most of the rigging was done in collaboration with all the officials at the polling unit, security operatives inclusive. Hence, the followings are some of the ways Peoples Democratic Party (PDP) carried out their rigging in the rerun election:

- They buy one or more booklet of ballot paper from the Presiding Officer of poliing unit for as much 50k or more per one, thumb print on the ballot papers. With the help of Presiding Officers and his subordinates, the printed Ballot papers were added with those in Ballot box to increase their number of votes in that unit.

- Because they have more party member, mostly thugs, they descend on known APC members at some polling units, thereby intimidating them, and making them stay away from polling units out of fear.

- Security operatives, especially Police officers were comprised, as most of them turn PDP agents in some units. They were even the ones directing voters to vote for PDP, especially the ones that are not learned.

- In some units, after sorting and counting of votes, they asked the Presiding Officers to help them invalidate some votes casted for APC, by making another thumprint on ballot paper whose vote are for APC, in order to reduce the number of votes accrued to them in that unit.
